Since there exists a multi-level policy making system in the market economies, choices of decision makers at different levels should be considered explicitly in the formulation of sectoral plans and policies. To support the hypothesis, a theoretical energy planning approach is developed within the framework of the theory of economic policy planning, policy systems analysis and multi-level programming. The Parametric Programming Search Algorithm has been developed. On the basis of this theoretical model, an Australian Energy Policy System Optimisation Model (AEPSOM) has been devloped and is used to formulate an Australian multi-level energy plan. The results of this study suggest that a reformulation of existing Australian energy policies is needed. This study overcomes the limitations of existing single level optimisation models, and therefore makes a significant contribution to the principles and methods for economic modelling in a market economy.

Here the long run is characterized by the accumulation of public debt and foreign assets. This gives rise to a number of questions. Will the long-run equilibrium be stable? In the discussion of section 3.3.1 (page 42) we saw that it was this aspect of localization that Marshall had in mind when he was alluding to "local trade secrets".4 Note that if this spatial dimension of communication between agents exists, it is possible to transfer it to regional aggregates of agents: the closer two regions, the more they will be able to profit from the respective pool of human capital (R&D-output etc.) of the other region. This argument gives a spatial 5 interpretation of the literature on endogenous growth. Now if these spillovers have a spatial dimension then it follows from the discussion in chapter 3 that they will be one driving force in the dynamics of agglomeration. With the model to be developed in this chapter I will investigate the hy pothesis that it is these forces of agglomeration (i.e. spatial spillovers of nonrival goods or foctors) that are responsible for the inhomogeneous pattern of growth con vergence. To analyze this phenomenon, I consider different types of regional aggregates and different distances in the model.

In this book, time use behavior within households is modeled as the outcome of a bargaining process between family members who bargain over household resource allocation and the intrafamily distribution of welfare. In view of trends such as rising female employment along with falling fertility rates and increasing divorce rates, a strategic aspect of female employment is analyzed in a dynamic family bargaining framework. The division of housework between spouses and the observed leisure differential between women and men are investigated within non-cooperative bargaining settings. This monograph is concerned with the formulation and implementation of ORANI-INT, an intertemporal Computable General Equilibrium (CGE) model of the Australian economy. The aim is to bring together, in a balanced approach, theory and data for the purpose of developing a practical state-of-the-art tool for policy analysis. The modelling approach adopted is motivated by the recent trend in economy-wide modelling to combine the respective strengths of traditional CGE models and modern macroeconomic models. Traditional CGE models typically provide a dissagregate representation of the economy at a single point in time. Such models are useful for analysing issues involving the allocation of resources among the various agents identified at a particular point in time. Modern macroeconomic models, on the other hand, usually provide an aggregate representation of the economy over many points in time. Such models are useful for analysing issues involving the allocation of resources across time. A model that combines the strengths of static CGE models and modern macro-dynamic models is amenable to addressing a wide range of policy issues. To demonstrate this point ORANI-INT is used to analyse tariff reform.

The present book summarizes parts of the research made in the Norwegian Multispecies program. This program was initiated by the then Norwegian Council of Fisheries Research, which was later integrated in The Research Council of Norway. Modelling has been a key element in the program. In the first place, modelling, be it singlespecies or multispecies modelling, is an efficient way of summing up existing knowledge, and performing analyses of different types on the basis of it. Further more, models may serve as a meeting ground between fishery researchers from differ ent academic fields. This has been an important aspect of the Multispecies program, bringing together oceanographers, biologists, economists, mathematicians and stat isticians in fruitful cooperation. That this has proved possible may be taken as an important result of the program. The multispecies aspect has perhaps underscored the need for inter-disciplinary cooperation. The different authors are, of course, responsible for their respective contributions.
