Nelle statistiche ufficiali degli incidenti stradali in Europa, la causa della quasi totalità degli incidenti viene attribuita all'errato comportamento del conducente, ma, concausa di buona parte di tali incidenti è riconducibile alla strada o all'ambiente in cui essa è inserita: più di un incidente su tre scaturisce a seguito di un problema associato, direttamente o indirettamente, all'ambiente stradale nel suo complesso. Di qui l'importanza di questo manuale, studiato su misura dei progettisti, degli enti gestori delle strade e degli analisti della sicurezza, che spiega come ottimizzare le prestazioni, in termini di sicurezza, delle infrastrutture stradali. Nel 1999, dopo i programmi d'azione per la sicurezza emanati dall'Unione Europea, è stato istituito in Italia il Piano Nazionale della Sicurezza Stradale (PNSS) contenente gli indirizzi programmatici, a livello multisettoriale, finalizzati a ridurre l'elevato numero di vittime per incidenti caratteristico del nostro Paese. Nei fatti, però, in Italia, a 10 anni di distanza, il livello di sicurezza stradale garantito alle diverse categorie di utenti è ancora inferiore a quello di altri Paesi dell'Unione Europea. L'esperienza pluriennale acquisita nel settore della sicurezza ha permesso agli autori del libro di realizzare uno strumento organico per la progettazione e la verifica in sicurezza delle infrastrutture stradali urbane ed extraurbane: dall'analisi della sicurezza e dell'incidentalità alla geometria orizzontale, verticale e trasversale, dai margini alle intersezioni fino alle caratteristiche superficiali e agli interventi di traffic calming. Importanti anche i capitoli dedicati all'illuminazione, alle gallerie e alla segnaletica. Infine, apposite check-list, elaborate per ciascuno dei temi affrontati, rappresentano un ulteriore utile strumento a sostegno di tutti gli operatori interessati alla valutazione delle prestazioni di sicurezza offerte dal patrimonio infrastrutturale stradale.

Work is constantly reshaped by technological progress. New ways of production are adopted, markets expand, and societies evolve. But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract.
