The influence of the past, and of the future on current-time tradeoffs in the forest arena are particularly relevant given the long-term successions in forest landscapes and the hundred years’ rotations in forestry. Historically established path dependencies and conflicts determine our present situation and delimit what is possible to achieve. Similarly, future trends and desires have a large influence on decision making. Nevertheless, decisions about forest governance and management are always made in the present – in the present-time appraisal of the developed situation, future alternatives and in negotiation between different perspectives, interests, and actors. This book explores historic and future outlooks as well as current tradeoffs and methods in forest governance and management. It emphasizes the generality and complexity with empirical data from Sweden and internationally. It first investigates, from a historical perspective, how previous forest policies and discourses have influenced current forest governance and management. Second, it considers methods to explore alternative forest futures and how the results from such investigations may influence the present. Third, it examines current methods of balancing tradeoffs in decision-making among ecosystem services. Based on the findings the authors develop an integrated approach – Reflexive Forestry – to support exchange of knowledge and understandings to enable capacity building and the establishment of common ground. Such societal agreements, or what the authors elaborate as forest social contracts, are sets of relational commitment between involved actors that may generate mutual action and a common directionality to meet contemporary challenges.

Forest related social values such as recreation values are growing in importance in North European countries. Our urbanized societies need social services from forests and other nature areas. One of the key ecosystem services is the recreation environment provided by forests. Possibilities to enhance commercial recreational use of forests has been recognized, particularly among private forest owners, who have new opportunities for new types of forest-related entrepreneurship. This report provides a review of social indicators in forestry, particularly concerning nature-based recreation and tourism in North European countries. The common interest among scientists and other experts was to discuss how to develop social indicators and to monitor changes to social benefits in forestry and forest use. In all countries, there is a challenge to develop monitoring systems to produce inventory data for statistics that are required in a way that provid es comparable social indicators. It is timely to enhance standardization and harmonization of social indicators for monitoring and management of sustainable forestry and forest use, and for sustainable nature-based recreation and tourism.

The rise of industrial capitalism in the nineteenth century forged a new ecological order in North American and Western European states, radically transforming the environment through science and technology in the name of human progress. Far less known are the dramatic environmental changes experienced by Eastern Europe, in many ways a terra incognita for environmental historians and anthropologists. A New Ecological Order explores, from a historical and ethnographic perspective, the role of state planners, bureaucrats, and experts—engineers, agricultural engineers, geographers, biologists, foresters, and architects—as agents of change in the natural world of Eastern Europe from 1870 to the early twenty-first century. Contributors consider territories engulfed by empires, from the Habsburg to the Ottoman to tsarist Russia; territories belonging to disintegrating empires; and countries in the Balkan Peninsula, Central and Eastern Europe, and Eurasia. Together, they follow a rhetoric of “correcting nature,” a desire to exploit the natural environment and put its resources to work for the sake of developing the economies and infrastructures of modern states. In spite of all the efforts made in fire prevention and suppression, every year about 45 000 forest fires occur in Europe, burning ca. 0.5 million hectares of forests and other rural lands. The management of these burned forests has been given much less attention than fire prevention or fire suppression issues, but the post-fire management of burned areas raises strong concerns (economic and social impacts, soil erosion and water quality, biodiversity loss, forest restoration). Although there are a few publications which address post-fire management, the focus of these has been either on general approaches to restoration or specific topics such as preventing post-fire soil erosion. This book is about the post-fire management of fire-prone forest types in southern Europe. It provides the first comprehensive overview of the topic, ranging from stand-level to landscape-level management, and from emergency actions to long-term restoration approaches.
