This book applies the ‘ecosystem services’ framework to coastal environments, showing how it could facilitate an adaptive management strategy. The contributors describe a decision support system (DSS) based on the 3 Ps – pluralism, pragmatism and precaution – that leads to a more flexible, ‘learn by doing’ approach to the stewardship of coastal environments. The book lays out a “Balance Sheets Approach” to formatting, interrogating and presenting data and findings. The opening chapter defines coastal zones, their characteristics and natural resources, and describes their complex and dynamic nature. The chapter shows that large-scale trends and pressures have led to a global loss of 50% of marshes, leading to significant declines in biodiversity and habitat. Part I presents a conceptual framework, describes natural science techniques for coastal and shelf modeling, and describes valuation of ecosystem services. The UK Government, the Scottish Government, Welsh Assembly Government and Northern Ireland Executive are taking action to achieve clean, healthy, safe, productive and biologically diverse oceans and seas. A new system of marine planning has been introduced through the Marine and Coastal Access Act 2009 (ISBN 9780105423096), the Marine (Scotland) Act 2010 (ISBN 9780105901518) and proposed legislation in Northern Ireland. This marine policy statement (MPS) is the framework for preparing marine plans and taking decisions that affect the marine environment. This consultation document contains the draft MPS, a non-technical summary of the appraisal of sustainability and an impact assessment. These and other documents are available at www.defra.gov.uk/corporate/consult/marine-policy/index.htm. The introduction sets out the purpose, scope and structure of the MPS. Chapter 1 describes the role of the MPS within the wider marine planning system and its interaction with existing planning regimes. Chapter 2 outlines the vision for the UK marine area and the strategic environmental, social and economic considerations that need to be taken into account. Chapter 3 details the policy objectives for the key activities that take place in the marine environment.

The marine environment is one of our most precious yet fragile natural resources. It provides a wide range of essential goods and services, including food, regulation of climate and nutrient cycling, as well as a setting for transport, recreation and tourism. This environment is however extremely complex and very sensitive to development pressures and other forms of human influence. Planning and management of the sea are similarly complicated, reflecting intricate legal, institutional and ownerships patterns. This creates a situation where marine ecosystems are vulnerable to over-exploitation or neglect. The Ecosystem Approach to Marine Planning and Management describes how growing concern about the state of our seas is resulting in the development of new approaches to marine planning and management. For example, the United Nations Environment Programme has called for the widespread introduction of Marine Spatial Planning (MSP), and the European Union has recently been consulting on a new European Maritime Policy designed to stimulate economic growth but at the same time protect the resource base. Within the United Kingdom, the 2010 Marine Act draws upon the experience of town and country planning and brings into being a new system of Marine Spatial Planning. The authors show that a common feature of all these developments is an appreciation that more integrated forms of planning and management are required for our seas and that new arrangements must draw together understanding from natural science, social science and many other perspectives. Adopting such a trans-disciplinary and holistic (or 'ecosystems') approach, the book distils the expertise of these different disciplines and seeks to promote a broader understanding of the origins and practicalities of new approaches to marine planning and management.
