The report's summary, reviews the major finding and recommendations of the National Research Council (NRC) Committee on Air Force Research Management. The committee was formed at the request of the Air Force Systems Command to assess the effectiveness of Air Force management of basic (6.1) research and to recommend any needed improvement. Subcommittee reports, on which the summary is based, are included as appendices. The context of defense basic research has changed greatly in recent years. With the end of the Cold War this century's principal threat to national security has receded, and the threats, more localized but more unpredictable, have emerged. The nation also is facing strong budgetary pressures requiring that many national endeavors be rethought. Moreover, defense-related basic research itself has changed. It is now increasingly a global enterprise connected outside the U.S. services and beyond U.S. borders. For these and other reasons, many recent reports have focused on the problems and needs of defense research management (and defense management more generally). All these factors played a role in prompting Air Force interest in the issues of basic research management which are addressed in this report.

The U.S. Air Force is developing new force capabilities appropriate to an emerging array of threats. It is clear that advances in information science and technology (IS&T) are essential for most of these new capabilities. As a consequence, the Air Force is finding it necessary to refocus its IS&T basic research program to provide stronger support for reaching these goals. To assist this effort, the AFOSR asked the NRC for a study to create a vision and plan for the IS&T-related programs within the Office's Mathematics and Space Science Directorate. This report provides an assessment of basic research needs for Air Force systems and communications, software, information management and integration, and human interactions with IS&T systems. The report also offers a set of priorities for basic IS&T research, and an analysis of funding mechanisms its support.

MCDS is a centralized, automated total system designed to fulfill the information requirements of the U.S. Air Force Office of Scientific Research in the management of basic research. The scope of the system covers: (1) control of all proposal data from the time of receipt until a specific action completes the proposal phase; (2) the procurement cycle which is initiated upon the acceptance of a proposal; (3) the storage of all obligated purchase actions in a Historical file from beginning to completion of a research effort; and (4) a completed file which is a repository for all completed research investigations which are not a function of the active program. The purpose of this research was to analyze the needs of AFOSR's management personnel and to develop a comprehensive system which would furnish the output requirements of AFOSR management. (Author).
