This book assesses the achievements of the software engineering discipline as represented by IT vendors in Japan in order to deepen understanding of the mechanisms of how software engineering capabilities relate to IT vendors’ business performance and business environment from the perspective of innovation and engineering management. Based on the concepts of service science and science for society, the volume suggests how to improve the sophistication of services between the demand side, i.e., IT user companies, and the supply side, i.e., IT vendors, simultaneously. The author and his colleagues developed a structural model including innovational paths, such as service innovation, product innovation and process innovation, and a measurement model including the seven software engineering capabilities: deliverables, project management, quality assurance, process improvement, research and development, human resource development and customer contact. Then they designed research on software engineering excellence and administered it with the Japanese Ministry of Economy, Trade and Industry and Information-Technology Promotion Agency. Through statistical analyses of the results, they found that human resource development and R&D are significant fundamental conditions to improve the quality of the deliverables and that IT firms with high levels of deliverables, derived from high levels of human resource development, quality assurance, project management and process improvement, tend to sustain high profitability. In addition, they developed a measurement model based on Porter’s five forces and Barney’s resource-based view. A regression tree analysis suggested that manufacturer spin-off vendors tend to expand business with well-resourced R&D, whereas user spin-off vendors tend to depend heavily on parent company demand.

Japan is one of the world’s largest fish-eating countries with a long history, and has developed its own customs and values in terms of managing fisheries resources. The first half of this book introduces the history and institutional features of capture fisheries management in Japan, with 9 case studies from sub-arctic to tropical ecosystems, from sedentary to migratory species, and from small-scale coastal to offshore industrial fisheries. For example, coastal fisheries management is more community-based, and local people have the authority and take priority in the decision-making process. In contrast, offshore fisheries are more industrialized and commercially oriented, and the national government plays a major role in their management. One of the main challenges in world fisheries is to implement the ecosystem approach, but there is no one-size-fits-all solution for its implementation. The second half of this book considers the advantages and limitations of the Japanese fisheries management regime and discusses the necessary environmental policy measures to bridge the gaps between fisheries management and ecosystem-based management. As a case study, management measures in the Shiretoko World Natural Heritage area are analyzed. In closing, the Grand Plan of Japanese fisheries policy for the next 20 years and three future scenarios are presented.

This book focuses on the establishment process of the Japanese style of management (JSM). Traditionally, it has been widely believed that the JSM is native to Japan and consists of three pillars: lifetime employment, a seniority-based wage system, and company unions. This book opposes these traditional views on the JSM and argues that it has been shaped by the influence of management theories and ideas of other countries. The JSM has not only adopted the ideas and concepts of other countries, but also has refined, translated, and customized them to make such ideas and concepts acceptable in Japan. The hypothesis presented here is that in the postwar period of rapid growth, the JSM was a hybrid set of management theories and techniques greatly influenced by American ideas about management. This book concentrates on the impact of American management theories and ideas on the JSM. Taking the historical point of view, it clarifies that impact not only for academics but also for business people. The hypothesis propounded here is that some of those theories and ideas have been accepted whereas some of them have been rejected and eventually made irrelevant.
