Sufficient soils data were collected to characterize the operational environments in dredged material containment areas in nine Corps of Engineer districts in the United States so that performance of low-ground-pressure vehicles operating in these areas could be predicted. These performance predictions are made using the collected soils data and generalized soil-vehicle relations developed at WES through many years of research in soil-vehicle interactions. In addition, the initial dewatering efforts in dredged material containment areas at Mobile using the Riverine Utility Craft (RUC) are appraised as an indication of the direction future efforts should follow in dewatering and consolidating dredged material containment facilities.

Guidelines are presented for designing, operating, and managing dredged material containment areas to meet required effluent solids standards and to provide adequate storage volume. The guidelines are equally applicable to design of new containment areas and to evaluation of existing sites. Field investigations necessary to provide data for containment area design are described to include channel sediment investigations and foundation investigations at the containment area. Sample type and location, sampling equipment, and sample preservation techniques are included. Laboratory testing procedures required to obtain data for sediment characterization, containment area design, and estimates of long-term storage capacity are given. Sediment characterization tests include salinity determination of near-bottom water and natural water content, Atterberg limits, organic content, specific gravity, and grain size analysis of the sediments. Sedimentation tests performed in an 8-in.-diam column are used to define settling behavior within the dredged material containment area. Procedures for both flocculent settling tests, generally applicable to freshwater sediments, and zone settling tests, generally applicable to saltwater sediments, are described. Results of conventional consolidation tests are used to estimate settlements due to self-weight consolidation of newly placed dredged material and consolidation of compressible foundation soils.

Sixty vehicles were evaluated to determine their capabilities for operating in and around confined dredged material disposal areas. The results represent the state of the art of vehicles that are commercially available or have undergone recent military testing and that can operate in soft soils. The vehicles were divided into 6 payload classes that indirectly reflect the size of the job that the vehicle or equipment may be expected to perform. Vehicle performance was expressed in terms of go-no go and traction capability on 5 selected soil strengths that cover the range of soil strengths measured in several representative dredged material disposal containment areas. The soils data revealed that within a given site, the operational environment of disposal areas can be highly variable type of material, profile strength, presence of surface and subsurface water, and vegetal cover; these factors combine to present a harsh operational environment for vehicles or equipment. A comparison of computed soil strength requirements for vehicles operating in fine-grained soils with measured soil strength data indicated that commercially available vehicles in the 6 categories can operate in all except the lowest soil strength units.
