Resource wars, identity conflicts, disinformation, geostrategic rivalries, global power shifts, and an increasing number of non-state actors, make it difficult to analyse contemporary international relations. The events in Ukraine in Spring 2014 reconfirm that Thomas Friedman’s flattening of the world (based on the coincidence of the collapse of the Berlin Wall and the emergence of Netscape and the Web; workflow software; uploading; outsourcing; offshoring; supply-chaining; insourcing; in-forming; and “steroids” like Facebook and Instagram) goes hand in hand with the fact that, as postulated by Robert Kaplan, geography still matters in a global world. Globalization exists because of local processes, and local processes are ultimately shaped by globalization. Geography remains among the primary factors shaping a country’s foreign policy. This book addresses the most fundamental geopolitical issues observable in a region where the “great game” of geopolitics is particularly still alive – in East- and South-East Asia. The contemporary geopolitical situation in this part of the world is far from stable: the width and depth of economic integration in the region resonates with the nature of political relations, crises in the global financial system, climate change, and the regional security architecture inherited from the Cold-War era. In terms of power relations, the particular changes in the region’s status quo imply an immediate intensification of the PRC’s activities within the framework of political and security dialogue with its direct neighbors, ultimately leading to a rivalry between China and the United States. Colonized since the 1600s, Taiwan is largely a nation of settlers. Yet within its population of 23 million are some 500,000 Aboriginal people. Genetic research has permeated both the political and popular spheres as Taiwanese nationalists and Chinese nationalists argue over the significance of migration theories and as the media proliferates genetic theories on predispositions to alcoholism. Autocrats must overcome a range of challenges as they seek to gain and maintain political power, including the threat that comes from both rival elites and discontented publics. The International Politics of Authoritarian Rule examines the ways in which international forces can encourage and assist autocratic actors in overcoming these challenges. Often, autocratic incumbents are strengthened in power by events on the international stage and by the active support of international allies. The book offers a typology of different international forms of influence on authoritarianism, and examines the ways in which external forces shape autocratic rule at the domestic level. The typology distinguishes between three broad forms of international influence: passive influences, unintended consequences, and active forms of external autocratic sponsorship. The book focuses in particular on the latter category, and examines intentional autocratic sponsorship in the post-Cold War period. A central contribution of the book is to address the question of how international autocratic sponsorship can bolster authoritarian rule. It highlights the ways in which international sponsorship can contribute to authoritarian practices is three significant ways: by increasing the likelihood that authoritarian regimes will pursue 'authoritarian practices' (such as coups, repression or election fraud), by contributing to the implementation of those practices, and finally by shielding autocratic actors from international punishment after such practices are pursued. External sponsorship can thus lower the costs of authoritarian behaviour, and protect and shield authoritarian regimes from the negative consequences of their actions. Although a great deal is known about the recognition of states, less is known about the practice of derecognition of states, namely why and how states withdraw the recognition of other contested and partially recognized states. The Derecognition of States offers a global and comparative outlook of this unexplored diplomatic practice. Using original empirical research, it addresses the complex processes, justifications, and consequences of state derecognition. In particular, it provides unique insights into five aspirant states facing withdrawal of recognition: Taiwan, Western Sahara, Abkhazia, South Ossetia, and Kosovo. Gëzim Visoka argues that state derecognition is a highly controversial and unstable practice that has less to do with the unfulfillment of the conditions of statehood by the claimant than with the advancement of the self-interest of the former base state and derecognizing state. The derecognition of states is not a rule; rather, it is an exception in international diplomacy, driven by political expediency and is incompatible with original rationales for granting recognition. Yet, the derecognition of states is far more important than previously recognized in shaping the reversal dynamics of secession and state creation and in influencing regional peace, geopolitical rivalries, and the international order. By analyzing the withdrawal of recognition, the book offers a window into the reversal politics of unbecoming a sovereign state and how the arbitrary beginning and the end of diplomatic relations between states take place.
