In this report the National Audit Office identifies issues and risks which may arise as the Department for Transport devolves more control over funding and delivery of transport services to local bodies. The Department has recently announced proposals to devolve funding for major transport schemes to new local transport bodies and is also consulting on devolving bus funding and some responsibilities for rail services to local authorities. The spending watchdog is calling on the Department to clarify its approach as it implements these changes and moves into the new ways of working. This includes being clearer on who is accountable for local transport funding and how they will be held to account. The Department has already said it will assess whether local transport bodies have appropriate systems and processes in place. But it should clarify how it will check that these devolved arrangements continue to meet its standards and what action it will take if standards are not met. In the context of increasing pressure on local budgets, the Department should clarify how local transport data can be better used to judge value for money and to compare performance between local areas. It also needs to identify areas and activities most at risk of a drop in performance and clarify under what circumstances it would expect to intervene.

The Transport Committee reports that extensive cuts to rural, evening and weekend bus services are damaging the ability of many people - especially the old, young or disabled - to participate in employment, education or voluntary work and to access vital services such as healthcare and retail facilities. In a review of England's bus services (outside London) after the Spending Review, the Committee warns that even deeper cuts in bus services are likely in 2012-13, as local authorities struggle to deal with budgetary reductions, and calls for the concessionary travel scheme to be preserved so that the elderly and disabled continue to enjoy free bus travel. The Committee also concludes that the concessionary fares scheme was 'discriminatory' because it did not apply to most community transport providers - usually independent charities that provide transport such as dial-a-ride bus services. It calls on the Department for Transport to monitor the extent of service cutbacks made this year and to review service provision again after BSOG (Bus Service Operator Grant) grant cuts take effect in 2012 - 13 so that it can analyse and draw conclusions about the wider costs and benefits of its policy changes to the country as a whole. The Local Government Association should identify and disseminate information about good and bad practice in the delivery of cost effective, flexible services including community transport and/or area-based transport integration. And local authorities and commercial operators must consult more widely where services are being changed

Public–private partnerships (PPPs) have been proven to catalyze both investments, for bridging investment gaps and improving efficiencies in delivery of services. The Government of India (GOI) and the Asian Development Bank (ADB), through a pioneering PPP Initiative "Mainstreaming PPPs in India," have therefore been supporting selected state PPP cells in creating an enabling environment by developing capacities, facilities, and PPP model structures for specific sectors. Improvements in urban infrastructure both for enhancing the quality of life and for increased productivity are critical. Developing mass transit solutions for the urban population is especially a crucial element of this. The Urban Development Department of the Government of Maharashtra was therefore supported under the GOI–ADB PPP Initiative for identifying and developing possible PPP structures for urban bus transport-based solutions in four selected sample cities. Assessments of national and international best practices, local circumstances, and consultations with municipal and private stakeholders have led to this PPP tool kit. The tool kit should be useful for public entities in the State of Maharashtra for developing PPP-based projects in urban bus transport and could also provide a reference point for use in other cities, across the country, for project development.

Sir Michael Lyons was commissioned to consider the case for changes to the present system of local government funding in England and make recommendations, including on the reform of council tax. The remit was extended to cover questions relating to the function of local government and its future role as well as how it is funded, and also to consider the implications of the Barker (ISBN 0118404857), Eddington (ISBN 0118404873) and Leitch (ISBN 0118404865) reports. His overall conclusions are as follows: (1) local government is an essential part of our system of government; (2) central and local government needs to work more closely together as part of a single system, and local people should have a greater say in setting local priorities to enable authorities to manage pressures on public expenditure and improve satisfaction; (3) a mosaic of reforms is needed in the short term to address the most urgent problems, paving the way for more radical reforms in the medium- and longer-term. Recommendations include: automated council tax benefit; an end to capping; revaluation of properties for council tax; new bands with higher bills for those in more expensive properties and lower bills for those in the cheapest; consider reserving a fixed proportion of income tax for local government; longer term options should include local income tax and relocalisation of the business rate. Sir Michael concludes that council tax is not 'broken', but that it is under too much pressure, is seen as unfair, and has some limitations in that it is not a naturally buoyant source of revenue.
