The Board of Education shall, at its regular meeting in August of each year, organize by electing a President and a Vice President from its members, each of whom shall serve for one year, and until his successor is elected and qualified. Sec. 2. They shall also, at the regular meeting in April of each year, elect a Clerk and Superintendent of City Schools, neither of whom shall be a member of the said board. Sec. 3. The election of officers shall be by ballot, and a majority vote of all the members of the board shall be necessary to a choice. Article II - Duties of President. Section 1. The President shall perform all duties incumbent on him by statute, rigidly enforce the rules, sign all documents ordered executed by the board, present the requisitions of the laws for the government of the schools to the board at the proper time for their action, and perform such other duties as pertain to his office, or shall be enjoined by the board. Article III - Duties of Vice President. Section 1. It shall be the duty of the Vice President to perform the duties of the President in case of his absence or disability.
