Many factors that influence people's well-being are local issues, such as employment, access to health services, pollution, and security. Policies that take into account the regional differences hidden within national averages can therefore have a greater impact on improving well-being for the country as a whole. This report presents the OECD analytical framework for measuring well-being at the regional level as well as internationally comparable indicators on 9 well-being dimensions for 362 regions across 34 OECD countries. It also provides guidance for all levels of government in using well-being measures to design policies to better target the specific needs of different communities. Drawing on a variety of practical experiences from OECD regions and cities, the report discusses methodological and political solutions for selecting regional well-being outcome indicators, monitoring the progress of regional well-being over time, and implementing a process of multi-stakeholder engagement to promote social change.

Gendering Postsocialism explores changes in gendered norms and expectations in Eastern Europe and Eurasia after the fall of the Berlin Wall. The dismantlement of state socialism in these regions triggered monumental shifts in their economic landscape, the involvement of their welfare states in social citizenship and, crucially, their established gender norms and relations, all contributing to the formation of the postsocialist citizen. Case studies examine a wide range of issues across 15 countries of the post-Soviet era. These include gender aspects of the developments in education in Kazakhstan, Uzbekistan and Hungary, controversies around abortion legislation in Poland, migrant women and housing as a gendered problem in Russia, challenges facing women’s NGOs in Bosnia, and identity formation of unemployed men in Lithuania. This close analysis reveals how different variations of neoliberal ideology, centred around the notion of the self-reliant and self-determining individual, have strongly influenced postsocialist gender identities, whilst simultaneously showing significant trends for a “retraditionalising” of gender norms and expectations. This volume suggests that despite integration with global political and free market systems, the postsocialist gendered subject combines strategies from the past with those from contemporary ideologies to navigate new multifaceted injustices around gender in Eastern Europe and Eurasia.

Often described as an emergency, homelessness in America is becoming a chronic condition that reflects an overall decline in the nation's standard of living and the general state of the economy. This is the disturbing conclusion drawn by Martha Burt in Over the Edge, a timely book that takes a clear-eyed look at the astonishing surge in the homeless population during the 1980s. Assembling and analyzing data from 147 U.S. cities, Burt documents the increase in homelessness and proposes a comprehensive explanation of its causes, incorporating economic, personal, and policy determinants. Her unique research answers many provocative questions: Why did homelessness continue to spiral even after economic conditions improved in 1983? Why is it significantly greater in cities with both high poverty rates and high per capita income? What can be done about the problem? Burt points to the significant catalysts of homelessness—the decline of manufacturing jobs in the inner city, the increased cost of living, the tight rental housing market, diminished household income, and reductions in public benefit programs—all of which exert pressures on the more vulnerable of the extremely poor. She looks at the special problems facing the homeless, including the growing number of mentally ill and chemically dependent individuals, and explains why certain groups—minorities and low-skilled men, single men and women, and families headed by women—are at greatest risk of becoming homeless.
