This book describes patterns of behavior that collectively allow universities to exchange knowledge more effectively with industry, accelerate innovation and eventually contribute to economic development. These are based on the effective practices of leading and ambitious universities around the world that the authors have benchmarked, and the personal experiences of the authors in a number of international institution building projects, including those of MIT. The authors provide guidance that is globally applicable, but must be locally adapted. The approach is first to describe the context in which universities act as engines of economic development, and then present a set of effective practices in four domains: education, research, innovation, and supporting practices. Each of these domains has three to six practices, and each practice is presented in a similar template, with an abstract, a rationale and description, key actions and one or two mini-case studies. "Universities and economic development in Africa presents the synthesisesand key findings of eight African countries and universities. The analysis and discussions presented in the book draw the following three main conclusions: 1. There is a lack of clarity and agreement (pact) about a development model and the role of higher education in development, at both national and institutional levels. There is, however, an increasing awareness, particularly at government level, of the importance of universities in the global context of the knowledge economy. 2. Research production at the eight African universities is not strong enough to enable them to build on their traditional undergraduate teaching roles and make a sustained contribution to development via new knowledge production. A number of universities have manageable student-staff ratios and adequately qualifi ed staff, but inadequate funds for staff to engage in research. In addition, the incentive regimes do not support knowledge production. 3. In none of the countries in the sample is there a coordinated effort between government, external stakeholders and the university to systematically strengthen the contribution that the university can make to development. While at each of the universities there are exemplary development projects that connect strongly to external stakeholders and strengthen the academic core, the challenge is how to increase the number of these projects. Higher education is in transition. On the one hand, over the last decades it has become politically and economically more important and thus also an object of reforms. On the other hand, higher education has become less special and is no longer able to justify its unique governance arrangements. This volume presents a collection of contributions that go beyond reform agendas as such and focus on the effects of reforms at all relevant levels in higher education systems. After decades of effortless growth and prosperity, America's postsecondary institutions of education have come under increasing financial stress and waning public support. In part, this stress reflects a slowdown in the real rate of national economic growth and the loss of federal and state revenues for education generally. This study is founded on several case studies which examine countries, including Thailand and Uganda, where impact analyses were done on World Bank loans dedicated to the expansion of higher education in science and technology. These two countries were chosen because they are in two different regions with dissimilar colonial histories and their loans are relatively recent. A case study on crossborder university partnerships also provides a model which other universities and development agencies may utilize when positioning higher education as a poverty reduction strategy. Delivering extensive frontline information on education, international development, and the challenges that follow, this book also includes a review of poverty reduction strategies as well as a theoretical framework that covers colonialism, development, and indigenous knowledge. This research conducted on the World Bank and the impact of its policies in two developing countries offers primary source information on work related to the topic. A major portion of the book looks at the effort put forth by U.S. universities in partnership with universities in developing countries for the purpose of using knowledge creation and dissemination as a poverty reduction strategy.
