Cette thèse est une analyse de l'influence que l'intégration a exercée sur l'administration française et, corrélativement, de l'attitude que cette dernière a adoptée face au développement de la construction communautaire. Le processus d'intégration a eu des incidences sur l'organisation et le fonctionnement de l'administration française : notamment ses répercussions sur l'action administrative dans la préparation et l'exécution du droit communautaire, et son retentissement sur le contentieux administratif de l'exécution du droit. les transformations, résultant de l'intégration communautaire, affectent les moyens dont dispose l'administration, plus particulièrement les structures administratives et l'exercice des fonctions administratives. Toutes les transformations sont commandées par l'évolution des fonctions. il en résulte une nécessaire adaptation des structures et du fonctionnement de l'administration dans le but d'assurer une représentation efficace au sein des institutions et organes communautaires, et de permettre une mise en oeuvre régulière du droit communautaire au niveau national. en ce qui concerne le contentieux, l'examen du contrôle juridictionnel exerce par le juge administratif sur l'administration dans l'exécution du droit communautaire témoigne d'un apport contraste. sous peine de déni de justice, il a fallu que le juge administratif admette sa propre compétence. soucieux de protéger les plaideurs lésés, il a dû s'adapter aux "sinuosités" des arrêts de la CJCE. Le juge administratif n'a toutefois privilégié l'harmonie que pour autant qu'elle ne mettait pas outrancièrement en péril son indépendance. il a développé une jurisprudence touffue. Elle traduit d'une équation complexe, au terme de laquelle il est a la fois force d'être perméable aux indications délivrées par la CJCE, ainsi qu'aux évolutions induites par l'intégration communautaire, tout en entendant rester, autant que faire se peut, libre de définir les fondements de sa démarche.
