The Court of Directors, it is true, appeared to consider, "that from the various important events which had occurred during the short period of Lord Wellesley's Government, and the application of his mind to other studies, he, though acquainted with the general principles of commercial policy, for which the Court also maintain a liberal regard, had not been able perhaps to contemplate the effects of the proposed changes in a commercial country like England, with the lights which the position, mercantile experience, and habits of the members of the Court of Directors reflect upon it."
