D'où vient cette immense demande de « citoyenneté » qui monte des sociétés à majorité musulmane et qui se manifeste par l'essor sans précédent d'un mouvement associatif désormais bien ancré dans l'espace public ? Force est de constater que la « société civile » est devenue aujourd'hui la référence de tous les acteurs sur la scène politique des pays musulmans : défenseurs des droits de l'homme, bien sûr, mais aussi mouvements se réclamant de l'islam et même les régimes autoritaires, tous reprennent à leur compte un concept initié par les grandes puissances occidentales et les ONG internationales, qui veulent voir dans la « société civile » les prémices d'une démocratisation fondée sur la participation citoyenne. Cet ouvrage collectif entend établir l'état des lieux d'un phénomène dont il faut aussi saisir les origines historiques. Le Maghreb, le Moyen-Orient, mais aussi la Turquie, l'Iran, le Pakistan et l'Afrique subsaharienne vivent aujourd'hui un processus qui semble irréversible, mais dont les effets apparaissent souvent paradoxaux et contradictoires, avec un trait commun dans tous les cas examinés : le vis-à-vis conflictuel des acteurs civils avec les institutions de l'Etat. Dans des pays où les universalismes coexistent avec des particularismes de toutes sortes (communautarismes, corporatismes, tribalisme, etc.), on constate qu'il existe non pas « une », mais « des » sociétés civiles. A travers les nombreux terrains évoqués dans cet ouvrage, par des approches disciplinaires multiples, des questions cruciales sont posées : existe-t-il une spécificité musulmane pour la « société civile » ? Un espace public musulman doit-il, lui aussi, être redéfini ? La société civile musulmane, si elle existe, amorce-t-elle un chemin autochtone vers la démocratie ?

Are new forms of activism emerging in Algeria? Can civil society effect political reform in the country? The violence between radical Islamists and the military in the 1990s led to huge loss of life and mass exile. The public sphere was rendered a dangerous place for over a decade. Yet in defiance of these conditions, civil society grew, with thousands of associations forming throughout the conflict. Associations were set up to protect human rights and vulnerable populations, commemorate those assassinated and promote Algerian heritage. There are now over 93,000 associations registered across the country. Although social, economic and political turbulence continues, new networks still emerge and, since the Arab revolts of 2011, organised demonstrations increasingly take place. Civil Society in Algeria examines these recent developments and scrutinizes the role associations play in promoting political reform and democratization in Algeria. Based on extensive fieldwork undertaken both before and after the Arab Spring, the book shows how associations challenge government policy in the public sphere. In early research work on international communication, the countries of North Africa and the Middle East were seen as part of the “Third World”, and the media had to be at the service of development. However, this situation is changing due to the transnationalization and liberalization of the media.
