L’État moderne, du XVIe au XVIIIe siècle, n’a cessé d’accroître, de l’ouest à l’est de l’Europe, sa puissance. L’un des problèmes majeurs de « l’Ancien Régime » réside dans la résistance variable qu’opposent les noblesses à cette implacable évolution. Il en résulte une série de compromis, plus ou moins ouvertement avoués, qui marquent profondément les structures des états. Face aux deux modèles étatiques, français et anglais, l’est, le centre et le sud du continent adoptent des solutions diverses, les unes franchement conservatrices, comme en Pologne ou en Hongrie, mettant la puissance royale en échec ; les autres, apparemment plus favorables à l’action du prince, comme en Prusse, en Russie ou dans les états habsbourgeois. Ces compromis politiques sont provisoires, et sont souvent compensés par l’intrusion des noblesses dans les rouages administratifs ainsi que par des concessions sociales majeures. En même temps s’élaborent des idéologies à prédominance nobiliaire, qui ont profondément marqué les conservateurs européens des XIXe et XXe siècles. Il en résulte l’éclatante réussite d’une civilisation à la fois aristocratique et cosmopolite, dont Paris, Vienne et Saint-Pétersbourg comptent parmi les principaux centres.

This edited collection presents a pan-European history of intermediary government and administration in nineteenth-century Europe. Taking a closer look at senior government officials who represented the sovereign or state far away from the capital, the book highlights the intermediary nature of their roles, which fell somewhere between the municipality and central bureaucracy. Against the backdrop of revolution and upheaval brought about by the Enlightenment and the First World War, the nineteenth century was a crucial period for reform and political change. Taking a transnational approach, the contributors examine the similarities between the challenges that faced government officials in different European states, focusing on their common role as mediators: firstly, between the ‘centre’ and the ‘peripheries’; and secondly, between the population and hierarchies of power. The status and prerogative of these officials are discussed, providing insights into the lives of French Préfets, Prussian Oberpräsidenten, Austrian Statthalter, Italian Prefetti, dutch Commissarissen des Konings and governors in Russia and Spain.
