Elle assurerait le rayonnement de nos valeurs, la protection de nos intérêts et notre avenir. Elle mettrait progressivement fin à la gabegie des budgets européens de défense : ils sont de 200 milliards d’euros, un tiers du budget du Pentagone, mais nos 1 500 000 militaires ne produisent que 5 à 6 % des capacités créées par les 980 000 militaires des USA. Après une carrière de logisticien, puis d’administrateur militaire, Jean Marsia est nommé Directeur de l’enseignement académique de l’ERM en 2003. Il l’adapte aux Espaces européen de l’enseignement supérieur et de la recherche, à la politique européenne de sécurité et défense, ainsi qu’au programme Erasmus. Colonel en retraite depuis 2010, il entame une thèse en sciences politiques, sur la défense européenne, qui lui vaut de devenir le conseiller Défense du Premier ministre Elio Di Rupo. Depuis le 7 septembre 2015, il est docteur en sciences politiques (ULB) et en sciences sociales et militaires (ERM).

Despite broad international recognition of the criminalization of illicit enrichment, it has not been universally accepted as an anti-corruption measure. Instead, criminalization of illicit enrichment continues to generate extensive debate and controversy. Against this background, this volume aims to provide an analysis of how illicit enrichment works, and attempts to shed light on any contributions that it has made to the fight against corruption and the recovery of stolen assets. Rather than delving into the theoretical and academic debates around illicit enrichment, this study focuses primarily on the analysis of current practice, case law, and existing literature to offer a new perspective to the on-going discussions. More specifically, the volume addresses the legal framework upon which the concept of illicit enrichment rests, and the resulting policy implications of that legal framework. It also focuses on illicit enrichment as an anti-corruption mechanism, from its roots as a response to the problems inherent to prosecutions involving corruption, to an examination of elements and inchoate offenses relating to illicit enrichment under international conventions. It examines illicit enrichment jurisprudence in the global context. An extensive survey was carried out to determine the countries where the offense exists, what form it takes, how often it is used, and for countries where it doesn't, what other measures are used in its place. The authors neither recommend nor oppose the adoption of illicit enrichment provisions, but rather aim to assist jurisdictions considering such steps by highlighting key questions that might arise during implementation, including how the offense is defined and enforced domestically by States. Similarly, the authors do not endorse nor criticize any practice carried out by States in the implementation of the criminalization of illicit enrichment. Ultimately, it is also hoped that this study provides a basis for further discussion amongst policy makers and practitioners, and fuels upcoming discussions by the Conference of State parties of the UNCAC and its Working Groups

The result of years of work by scholars from all over the world, The UNESCO General History of Africa reflects how the different peoples of Africa view their civilizations and shows the historical relationships between the various parts of the continent. Historical connections with other continents demonstrate Africa's contribution to the development of human civilization. Each volume is lavishly illustrated and contains a comprehensive bibliography. This fifth volume of the acclaimed series covers the history of the continent from the beginning of the sixteenth century to the close of the eighteenth century in which two themes emerge: first, the continuing internal evolution of the states and cultures of Africa during this period second, the increasing involvement of Africa in external trade--with major but unforeseen consequences for the whole world. In North Africa, we see the Ottomans conquer Egypt. South of the Sahara, some of the larger, older states collapse, and new power bases emerge. Traditional religions continue to coexist with both Christianity (suffering setbacks) and Islam (in the ascendancy). Along the coast, particularly of West Africa, Europeans establish a trading network which, with the development of New World plantation agriculture, becomes the focus of the international slave trade. The immediate consequences of this trade for Africa are explored, and it is argued that the long-term global consequences include the foundation of the present world-economy with all its built-in inequalities.
