En décembre 2003, la Fondation Électricité de France et la Maison des sciences de l'homme d'Aquitaine ont organisé un colloque pour célébrer le vingtième anniversaire de la parution de Networks of Power : Electrification in Western Society 1880-1930, de Thomas P. Hughes. Cet ouvrage, rapidement devenu une référence incontournable, constitue une étape essentielle dans l'historiographie consacrée à l'histoire de l'électricité. Une quinzaine de spécialistes des États-Unis et d'Europe ont fait le lien entre leurs recherches et les théories de Hughes. Le choix des thèmes respectait les sujets abordés dans Networks of Power, tout en donnant entière liberté aux participants sur la façon de les traiter. Les concepts utilisés par le chercheur américain ont beaucoup retenu l'attention, et notamment ceux de " système ", de " momentum technologique " et de " reverse salient ". En même temps, afin de ne pas limiter l'analyse de l'industrie électrique à ses seuls aspects techniques, plusieurs auteurs l'ont abordée sous l'angle des réseaux humains, managériaux ou financiers. Certains ont réexaminé les thèses de Hughes à partir des notions bien actuelles de régulation et de dérégulation. Enfin, les mêmes thèses ont été analysées à la lumière des liens complexes qu'entretiennent l'électricité et la culture. La publication des articles issus de ce colloque est non seulement un hommage rendu au grand historien américain Thomas P. Hughes, mais aussi l'occasion de proposer un aperçu de la fécondité des travaux menés en Europe et aux États-Unis autour de la notion de " réseaux ". Les Annales historiques de l'électricité, publiées avec le soutien de la Fondation Électricité de France, se proposent de faire connaître à un large public l'actualité de la recherche, nationale et internationale, dans le domaine de l'histoire de l'énergie électrique.

En droit international de l’investissement, le prisme de l’expropriation indirecte couvre une large catégorie de mesures – telles que les réglementations – qui n’impliquent pas de transfert de propriété mais aboutissent à une grave interférence avec un investissement. La définition des dépossessions indemnisables constitue une question extrêmement sensible, située à la croisée des chemins entre la protection des droits des investisseurs et la préservation des prérogatives de l’Etat. Cet ouvrage explore, à travers l’exemple de la réglementation environnementale, le droit applicable à cette notion controversée. Il montre que l’approche traditionnelle – reposant sur une dilution du concept d’expropriation – n’est nullement appropriée et il contribue à clarifier l’étendue de la protection de l’investisseur sur le fondement du droit de la responsabilité internationale de l’Etat. In international investment law, the prism of indirect expropriation includes a broad range of measures – such as regulatory measures – which do not involve a transfer of property but result in a serious interference with an investment. The definition of compensable taking is a very sensitive issue situated at the crossroads between the protection of investors' private rights and the safeguarding of the state's sovereign prerogatives. This book explores, through the example of environmental regulation, the law applicable to this controversial topic. It suggests that the traditional approach – based on an extension of the concept of expropriation – is inappropriate and it contributes to clarifying the scope of the international protection of the investor on the ground of the law of state responsibility.

The African Convention on the conservation of nature and natural resources was adopted in 1968 in Algiers. Considered the most forward looking regional agreement of the time, it influenced significantly the development of environmental law in Africa. Two and a half decades of intense developments in international environmental law made it necessary to revise this treaty, update its provisions and enlarge its scope. This was undertaken under the auspices of the African Union (previously OAU), and the revision was adopted by its Heads of State and Government in July 2003 in Maputo. Challenging the conventional wisdom that French environmentalism can be dated only to the post-1945 period, Caroline Ford argues that a broadly shared environmental consciousness emerged in France much earlier. Natural Interests unearths the distinctive features of French environmentalism, in which a large and varied cast of social actors played a role. Besides scientific advances and colonial expansion, nostalgia for a vanishing pastoral countryside and anxiety over the pressing dangers of environmental degradation were important factors in the success of this movement. Over the nineteenth and twentieth centuries, war, political upheaval, and natural disasters—especially the devastating floods of 1856 and 1910 in Paris—caused growing worry over the damage wrought by deforestation, urbanization, and industrialization. The natural world took on new value for France’s urban bourgeoisie, as both a site of aesthetic longing and a destination for tourism. Not only naturalists and scientists but politicians, engineers, writers, and painters took up environmental causes. Imperialism and international dialogue were also instrumental in shaping environmental consciousness, as the unfamiliar climates of France’s overseas possessions changed perceptions of the natural world and influenced conservationist policies. By the early twentieth century, France had adopted innovative environmental legislation, created national and urban parks and nature reserves, and called for international cooperation on environmental questions.

Questions about land control have invigorated thinkers in agrarian studies and economic history since the nineteenth century. ‘Exclusion’, ‘alienation’, ‘expropriation’, ‘dispossession’, and ‘violence’ animate histories of land use, property rights, and territories. More recently, agrarian environments have been transformed by processes of de-agrarianization, urbanization, migration, and new forms of primitive accumulation. Even the classic agrarian question of how the social relations of agriculture will be influenced by capitalism has been reformulated at critical historical moments, reviving or producing new debates around the importance of land control. The authors in this volume focus on new frontiers of land control and their active creation. These frontiers are sites where established power relationships are challenged by new enclosures and property regimes, producing new social and environmental dynamics in their stead. Contributors examine labor and production processes engaged by new configurations of actors, new agrarian and environmental subjects and the networks connecting them, and new legal and violent means of challenging established or imminent land controls. Overall we find that land control still matters, though in changed degrees and manners. Land control will continue to inspire struggles for a long time. This book was originally published as a special issue of the Journal of Peasant Studies.
