Book Description

Book Description
In the 17th century, Descartes put forth the metaphor of the machine to explain the functioning of living beings. In the 18th century, La Mettrie extended the metaphor to man. The clock was then used as the paradigm of the machine. In the 20th century, this metaphor still held but the clock was replaced by a computer. Nowadays, the organism is viewed as a robot obeying signals emanating from a computer program controlled by genetic information. This book shows that such a conception leads to contradictions not only in the theory of biology but also in its experimental research program, thereby impeding its development. The analysis of this problem is based on the most recent experimental data obtained in molecular biology as well as the history and philosophy of biology. It shows that the machine theory did not succeed in breaking with Aristotle's finalism. The book presents a new approach to biological systems based on cellular Darwinism. Genes are ruled by probabilistic mechanisms allowing cells to differentiate stochastically. Embryo development is not governed by a determinist genetic program but by natural selection occurring among cell populations inside the organism. This theory has considerable philosophical consequences. Man may be a machine but he is a random one.

Book Description
Aiming to support the development of a framework for the analysis of risk in project design and economic analysis, this handbook outlines technical approaches to modeling risk. Also summarized is the nature and practice of sensitivity analysis in dealing with uncertain outcomes as well as the principles to consider in typical risk analysis situations sector by sector. Case studies are included to demonstrate the application of quantitative risk analysis using actual Asian Development Bank projects to help improve project design and quality. Handbook users will learn to identify factors that are the key determinants of project outcomes, determine the likelihood of an individual project's returns being unacceptable, and design measures to mitigate the risks arising from the identified key factors.

Book Description
The supreme challenge of our time is tackling climate change. We urgently need to curtail our use of fossil fuels – but how can we do so in a just and feasible way? In this compelling book, leading economist James Boyce shows that the key to solving this conundrum is to put a limit on carbon emissions, thereby raising the price of fossil fuels and generating strong incentives for clean energy. But there is a formidable hurdle: how do we secure broad public support for a policy that increases fuel costs for consumers? Boyce powerfully argues that carbon pricing can be made just and politically durable only if linked to returning the revenue to the public as carbon dividends. Founded on the principle that the gifts of nature belong to us all, not to corporations or governments, this bold reform could spark a twenty-first-century clean energy revolution. Essential reading for all concerned citizens, policy-makers, and students of public policy and environmental economics, this book will be a transformative contribution to one of the most important policy debates of our era.

Book Description
Relatively affluent individuals from various corners of the globe are increasingly choosing to migrate, spurred on by the promise of a better and more fulfilling way of life within their destination. Despite its increasing scale, migration academics have yet to consolidate and establish lifestyle migration as a subfield of theoretical enquiry, until now. This volume offers a dynamic and holistic analysis of contemporary lifestyle migrations, exploring the expectations and aspirations which inform and drive migration alongside the realities of life within the destination. It also recognizes the structural conditions (and constraints) which frame lifestyle migration, laying the groundwork for further intellectual enquiry. Through rich empirical case studies this volume addresses this important and increasingly common form of migration in a manner that will interest scholars of mobility, migration, lifestyle and culture across the social sciences.

Book Description
While the booming humanitarian sector faces daunting challenges, humanitarian economics emerges as a new field of study and practice--one that encompasses the economics and political economy of war, disaster, terrorism and humanitarianism. Carbonnier's book is the first to present humanitarian economics to a wide readership, defining its parameters, explaining its utility and convincing us why it matters. Among the issues he discusses are: how are emotions and altruism incorporated within a rational-choice framework? How do the economics of war and terrorism inform humanitarians' negotiations with combatants, and shed light on the role of aid in conflict? What do catastrophe bonds and risk-linked securities hold for disaster response? As more actors enter the humanitarian marketplace (including private firms), Carbonnier's revealing portrayal is especially timely, as is his critique of the transformative power of crises.
