This book examines the Chinese government’s policies and practices for relations with the Inner Periphery areas of Tibet, Xinjiang, and Inner Mongolia, and the Outer Periphery areas of Hong Kong and Taiwan focusing on themes of political authority, socio-cultural relations, and economic development. China’s history may be seen as one of managing the geographic periphery surrounding China proper. Successive imperial, republican, and communist governments have struggled to maintain sovereignty over the regions surrounding the great river valleys of China. The importance of the periphery is no less real today, concerns over national security, access to natural resources, and long-held concerns about relations between Han and other ethnic groups continue to dominate Chinese law, policy and practice regarding governance in the Inner Periphery regions of Inner Mongolia, Xinjiang, and Tibet. In the Outer Periphery, Beijing sees engagement with the outside world (particularly the West) as inextricably tied to Chinese sovereignty over former foreign colonies of Hong Kong and Taiwan. As the world's biggest polluter, the environmental challenges that China faces in controlling its airborne emissions are crucial, not only to its own population in terms of tackling the severe domestic air pollution, but also to the planet as it faces calls from the international community to accept its responsibilities in cutting greenhouse gases. Deteriorating air quality clearly shows that China’s current environmental regime is unsuited to either tackle the rampant domestic air pollution or contribute fairly to international climate action. As such, this book explores the feasibility of applying a national emissions trading system to control multiple air pollutants in China. This book examines the interplay of two sets of policies: the Chinese government's policies to its borderlands and international relations. It proposes a conceptual framework and argues that China's policymakers fail to make complete use of the opportunities in the borderlands for accomplishing foreign policymakers' agenda to strengthen China's relations with other countries, neighboring ones in particular. As a result, these foreign policies reflect the political elites' inadequate consideration of the negative impact of these policies on the borderlands, and underscore their worry for territorial disintegration. Therefore these policies center on the pursuit of central control through exercising administrative-military coercion, making the borderlands economically dependent, standardizing the cultural identity, and indoctrinating CCP-defined ideology. The challenges of the borderlands to the national integration are exaggerated so much that political elites pursued control and standardization at the expense of the identification of many people in borderlands with the regime, China's international image and the relations with its neighbouring countries.
