Kano is a city where a multi-layered form of community policing was established in the era of the rollback of the state in social provisioning in the midst of ever-increasing armed banditry and crime. Between 1985 and 2005, vigilante groups were established in almost all the neighbourhoods of Kano with the support of the traditional authority and community leaders. However, government interference, political instrumentalisation and inadequate support undermined its critical rote. Part of the rationale for the Police Community Relations Committee (PCRC) in Sabongari lies not in the efficacy of such initiative in reducing the incidence of crime but to confer a sense of identity, control of crime and security. The contradiction in PCRC could be located in the pathological fixation of police on corruption, which alienated and depressed the public from providing valuable information for crime control. The activities of vigilante groups and Hisba have reduced the high rate of juvenile delinquency in metropolitan Kano. The litmus test for Hisba in the implementation of Sharia law would be how it could reconcile the social diversity in a multicultural society such as Kano to ensure security and social harmony. The study concludes that the gap between different forms of vigilante groups, conflicting political motivations and the near discordant relations with the police, produced a dysfunctional mechanism for crime control.

Asymmetrical relations in society position women in subjugated and marginalized roles. This is caused by customary practices that have left women in vulnerable and subsidiary positions, as well as statutory provisions that fester this process. Despite its richness in raw materials and minerals, Africa remains slow to grow when compared to other continents. The economies of most African countries is severely anemic: corruption is rife, poor governance is systemic, and wars, conflicts, famine and diseases abound. Stalled economies disproportionately affects women; for example, as nurturers, women have the extra responsibility of taking care of children and members of the extended family. In times of want, women are more likely to give up the little they have so that their children and others may survive. This book shows the various social and legal obstacles that stall women’s upward mobility and offers recommendations on how these issues can be resolved.

Annotation. In 2000 and 2001, twelve northern states of the Federal Republic of Nigeria introduced Islamic criminal law as one of a number of measures aiming at "reintroducing the shari'a." Immediately after its adoption, defendants were sentenced to death by stoning or to amputation of the hand. Apart from a few well publicised trials, however, the number and nature of cases tried under Islamic criminal law are little known. Based on a sample of trials, the present thesis discusses the introduction of Islamic criminal law and the evolution of judicial practice within the regions historical, cultural, political and religious context. The introduction of Islamic criminal law was initiated by politicians and supported by Muslim reform groups, but its potential effects were soon mitigated on higher judicial levels and aspects of the law were contained by local administrators. This book draws attention to emerging issues around the rights of minorities, marginalized groups, and persons in Africa. It explores the gaps between human rights provisions and conditions, showing that although international human rights principles have been embraced in the continent, various minority groups and marginalized persons are denied such rights through criminalization and persecution. African countries have a good record of signing and ratifying international and regional rights instruments but the political will and capacity for enforcing these with respect to minorities remain weak. International contributors to the book provide new perspectives on the rights of marginalized and minority groups in different parts of Africa and the extent to which they are deprived or denied entitlement to the universality and equality articulated in law.
