I Remember Laurier is the story—actually, thirty-seven stories—of the little university that could, told by some of those who devoted themselves to transforming the school from its modest beginnings into a superb small liberal arts college, and in turn to the university whose growth, diversification, research, and partnerships characterize it today. Although the stories are diverse in content, viewpoint, and tone, readers will note a number of unifying themes, one being nostalgia for a small university where faculty, staff, and students were close and new initiatives were readily approved and easily implemented. Here too are reflections, sometimes bemused and sprinkled with humour, on professors, administrators, and students, the “Laurier Experience,” and significant events such as “WLU” becoming “WLU” (Waterloo Lutheran University was renamed Wilfrid Laurier University in 1973). Evident throughout is the pride of the contributors in the development of the university to its current status and in having played a role. " -- Nanaimo Free Press, 1914 A White Man's Province examines how British Columbians changed their attitudes towards Asian immigrants from one of toleration in colonial times to vigorous hostility by the turn of the century and describes how politicians responded to popular cries to halt Asian immigration and restrict Asian activities in the province. White workingmen objected to Asian sojourning habits, to their low living standards and wages, and to their competition for jobs in specific industries. Because employers and politicians initially supported Asian immigrants, early manifestations of antipathy often appeared just as another dispute between capital and labour. But as their number increased, complaints about Asians became widespread, and racial characteristics became the nucleus of such terms as a 'white man's province' -- a 'catch phrase' which, as Roy notes, 'covered a wide variety of fears and transcended particular economic interests.' The Chinese were the chief targets of hostility in the nineteenth century; by the twentieth, the Japanese, more economically ambitious and backed by a powerful mother country, appeared more threatening. After Asian disenfranchisement in the 1870s, provincial politicians, freed from worry about the Asian vote, fueled and exploited public prejudices. The Asian question also became a rallying cry for provincial rights when Ottawa disallowed anti-Asian legislation. Although federal leaders such as John A. Macdonald and Wilfrid Laurier shared a desire to keep Canada a 'white man's country,' they followed a policy of restraint in view of imperial concerns. The belief that whites should be superior, as Roy points out, was then common throughout the Western world. Many of the arguments used in British Columbia were influenced by anti-Asian sentiments and legislation emanating from California, and from Australia and other British colonies. Drawing on almost every newspaper and magazine report published in the province before 1914, and on government records and private manuscripts, Roy has produced a revealing historical account of the complex basis of racism in British Columbia and of the contribution made to the province in these early years by its Chinese and Japanese residents.

In the decade beginning with the hanging of Louis Riel in 1885, a series of radical and religious conflicts shook Canada, culminating in the Manitoba school crisis of the 1890s. By 1896, the focal point of the controversy was remedialism, the attempt to have Roman Catholic school privileges in Manitoba restored by federal action against the provincial government. The struggle over remedialism involved nearly every aspect of Canada's internal history – Conservative-Liberal, federal-provincial, east-west, French-English, Catholic-Protestant, church-state. But, illustrating as it does the complexity and sensitivity of the ground where politics and religion meet, the election of 1896 has remained particularly fascinating for the degree to which Roman Catholic church authorities, above all in Quebec, entered the political process and were involved in the struggle to power of Wilfrid Laurier. The school question and the struggle over remedialism present an illuminating case study of complex relations at a formative period in Canadian history. This book focuses on the scene behind the scene, seeking in particular to discover how Quebeckers, civil and ecclesiastical, were reacting to a key problem of French and Catholic rights outside Quebec. There is a strong emphasis on personal correspondence, rather than on published statements, and the author has marshalled a wide range of material that has never been fully exploited. The story is told chronologically in order to assess the impact of major events as it developed. Many of the classic questions of church-state relations are brought into focus. This is a story often of fear, prejudice, and ignorance, but it is also a story of strength and resilience, principle and faith. Uniquely Canadian, it tells us something important about the shift from the Canada of Macdonald to the Canada of Laurier.

The British North America Act of 1867 fashioned a Canadian federation which was intended to be a highly centralized union led by a powerful national government. Soon after Confederation, however, the government of Ontario took the lead in demanding a greater share of the power for the provinces, and it has continued to press this case. Professor Armstrong analyses the forces which promoted decentralization and the responses which these elicited from the federal government. He explains Ontario's reasons for pursuing this particular policy from 1867 to the Second World War. The author's sources are the private papers of federal and provincial premiers and other contemporary political figures, government publications, parliamentary debates, and newspapers. He has identified and developed three separate but related themes: the dynamic role played by private business interests in generating intergovernmental conflicts; Ontario's policy of promoting its economic growth by encouraging the processing of its resources at home; and the tremendous influence exerted by increasing urbanization and industrialization on the growth of the responsibilities of the provinces. During the 1930s, efforts to restructure the federal system were rejected by Ontario because it preferred to maintain the status quo,and was unsympathetic to greater equalization between the regions. Consequently, Ontario took a leading part in opposing the redivision of powers recommended by the Royal Commission on Dominion-Provincial Relations in 1940. This book provides part of the historical context into which current debates on the question of federalism may be fitted.
