The election of Latino legislators in the United States is thus complex and varied. This book provides evidence on how successful Latinos have been in winning state legislative and congressional districts in which they have no natural advantage. In particular, this book demonstrates that Latino candidates benefit from higher percentages of Latino citizens in the state, more liberal citizenries and citizen legislatures. Jason Casellas argues that the legislatures most conducive to the election of Latino candidates are Florida, New Mexico and California, whereas the least conducive are the US House and New York.

The presence of women in Congress is at an all-time high -- approximately one of every five members is female -- and record numbers of women are running for public office for the 2018 midterms. At the same time, Congress is more polarized than ever, and little research exists on how women in Congress view their experiences and contributions to American politics today. Tens of millions of Americans live in poverty, but this book reveals that they receive very little representation in Congress. While a burgeoning literature examines the links between political and economic inequality, this book is the first to comprehensively examine the poor as a distinct constituency. Drawing on three decades of data on political speeches, party platforms, and congressional behavior, Miler first shows that, contrary to what many believe, the poor are highly visible to legislators. Yet, the poor are grossly underrepresented when it comes to legislative activity, both by Congress as a whole and by individual legislators, even those who represent high-poverty districts. To take up their issues in Congress, the poor must rely on a few surrogate champions who have little district connection to poverty but view themselves as broader advocates and often see poverty from a racial or gender-based perspective.

Oversight answers the question of whether black and Latino legislators better represent minority interests in Congress than white legislators, and it is the first book on the subject to focus on congressional oversight rather than roll-call voting. In this important book, Michael Minta demonstrates that minority lawmakers provide qualitatively better representation of black and Latino interests than their white counterparts. They are more likely to intervene in decision making by federal agencies by testifying in support of minority interests at congressional oversight hearings. Minority legislators write more letters urging agency officials to enforce civil rights policies, and spend significant time and effort advocating for solutions to problems that affect all racial and ethnic groups, such as poverty, inadequate health care, fair housing, and community development. In Oversight, Minta argues that minority members of Congress act on behalf of broad minority interests--inside and outside their districts--because of a shared bond of experience and a sense of linked fate. He shows how the presence of black and Latino legislators in the committee room increases the chances that minority perspectives and concerns will be addressed in committee deliberations, and also how minority lawmakers are effective at countering negative stereotypes about minorities in policy debates on issues like affirmative action and affordable housing.

This innovative book investigates the process through which ethnic minorities penetrate into higher echelons of political power: specifically, how they succeed in getting elected to the U.S. Congress. Analysts today see ethnic politicians largely in relation to their collectivities, but by actually studying what ethnic minority politicians do and the issues they have faced, Jiménez's book offers an original perspective of analysis. Jiménez utilizes a ground-breaking comparative dataset of elected members of Congress organized upon the basis of national origin, the first available. Using the cases of Mexican-Americans and Italian-Americans, Jimenez analyzes and compares the different ways that these ethnic politicians have been elected to the national legislature from the beginning of the 20th century until the present. Her study examines Italian and Mexican-American politicians’ actions and interactions with local political parties, identifies various layers of political power that have influenced their successes and failures, and uncovers the strategies that they have used. Jimenez argues that the politically active segment of an ethnic group matters in the process of political incorporation of a group. She also asserts that regular access of ethnic groups into upper levels of political office and the full acceptance of new ethnic players only occurs as a consequence of an institutional change.
