Since the early 1980s Latin America has seen a definitive shift toward civilian rule. Significant trade, fiscal and monetary reforms have accompanied these changes, exposing previously statist economies to the forces of the market. Despite the conventional notion that liberal economic reforms sprang out of necessity, as opposed to an enlightened set of policy choices, the combination of civilian regimes and market-based strategies has proved to be resilient. Economic and political hardships remain, including a debt default in Argentina and an attempted coup in Venezuela; however, the defining themes of open market and liberal politics still dominate in the region.

"Higher education in Latin America and the Caribbean has expanded dramatically in the past 15 years, as the average gross enrollment rate has more than doubled, and many new institutions and programs have been opened. Although higher education access has become more equitable, and higher education supply has become more varied, many of the 'new' students in the system are, on average, less academically ready than are their more advantaged counterparts. Furthermore, only half of higher education students, on average, complete their degree, and labor market returns to higher education vary greatly across institutions and programs. Thus, higher education is at a crossroads today. Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls.
