Esta obra recoge una miscelánea de artículos de autores españoles y brasileños sobre desarrollo regional que demuestran que, en este aspecto, las experiencias de ambos países son cada vez más semejantes. Aunque el sistema socioeconómico imperante se basa en postulados neoliberales, con una disminución del papel de los estados en las tendencias del desarrollo, todavía perviven políticas regionales subsidiadas con fondos públicos que se resisten a desaparecer. Esta aseveración es válida tanto para España como para Brasil y puede aplicarse, en general, a toda Europa y América Latina. Medamérica, desde su fundación hace ya veinte años, ha tenido como objetivo tender puentes académicos entre Barcelona y América Latina mediante la publicación de libros, la organización de seminarios internacionales, la creación de convenios entre la Universidad de Barcelona y diversas instituciones de Brasil y México, y la realización de más de treinta tesis de doctorado.

Within the European context of innovation for growth, public and corporate actors are faced with pressing questions concerning innovation policy and the return on public and private investment in innovation at the regional level. In recent years, European societies and territories have witnessed the spatial impacts of a severe financial and socio-economic crisis. This book builds on the current debate concerning how cities and urban regions and their citizens deal with the consequences of the recent financial and socio-economic crisis. Cities in Crisis examines the political and administrative implications of austerity measures applied in southern European cities. These include cuts in local public spending and the processes of privatization of local public assets, as well as issues related to the re-scaling, recentralization or decentralization of competencies. Attention is paid to the rise of new ‘austerity regimes’, the question of their legitimacy and their spatial manifestations, and in particular to the social consequences of austerity. The pandemic has deepened existing trends in the international system, in particular the readjustment of alliances between nations and between regions. As spheres of influence disintegrate and reform, so national and regional security policies will change in unforeseen ways notwithstanding that individual state self-preservation will dominate policy choice. Three major dimensions are addressed. The first dimension is International Relations and Economy. The coronavirus has accelerated a global economic crisis comparable to those of 1929, 1987 and 2008. Are the major economic trading blocs moving to a war economy, and who might win or lose in this context? The second dimension of analysis is the growth of Information Communication. The third dimension is Geopolitical Reconfiguration. While world powers are always manoeuvring for an enhanced military and economic position, the pandemic offers new opportunities to capitalise on the changing power balance. This book is one of the first to present research on the effects of COVID-19 on national public policy.
