Berkeley Lab's research and the Laboratory Directed Research and Development (LDRD) program support DOE's Strategic Themes that are codified in DOE's 2006 Strategic Plan (DOE/CF-0010), with a primary focus on Scientific Discovery and Innovation. For that strategic theme, the Fiscal Year (FY) 2011 LDRD projects support each one of the three goals through multiple strategies described in the plan. In addition, LDRD efforts support the four goals of Energy Security, the two goals of Environmental Responsibility, and Nuclear Security (unclassified fundamental research that supports stockpile safety and nonproliferation programs). Going forward in FY 2012, the LDRD program also supports the Goals codified in the new DOE Strategic Plan of May, 2011. The LDRD program also supports Office of Science strategic plans, including the 20-year Scientific Facilities Plan and the Office of Science Strategic Plan. The research also supports the strategic directions periodically under consideration and review by the Office of Science Program Offices, such as LDRD projects germane to new research facility concepts and new fundamental science directions. Brief summares of projects and accomplishments for the period for each division are included.

The purposes of Argonne's Laboratory Directed Research and Development (LDRD) Program are to encourage the development of novel concepts, enhance the Laboratory's R D capabilities, and further the development of its strategic initiatives. Among the aims of the projects supported by the Program are establishment of engineering proof-of-principle''; development of an instrumental prototype, method, or system; or discovery in fundamental science. Several of these project are closely associated with major strategic thrusts of the Laboratory as described in Argonne's Five Year Institutional Plan, although the scientific implications of the achieved results extend well beyond Laboratory plans and objectives. The projects supported by the Program are distributed across the major programmatic areas at Argonne. To meet the nation's critical challenges, the Department of Energy (DOE) national laboratories have always pushed the boundaries of science, technology, and engineering. The Atomic Energy Act of 1954 provided the basis for these laboratories to engage in the cutting edge of science and technology and respond to technological surprises, while retaining the best scientific and technological minds. To help re-energize this commitment, in 1991 the U.S. Congress authorized the national laboratories to devote a relatively small percentage of their budget to creative and innovative work that serves to maintain their vitality in disciplines relevant to DOE missions. Since then, this effort has been formally called the Laboratory Directed Research and Development (LDRD) Program. LDRD has been an essential mechanism to enable the laboratories to address DOE's current and future missions with leading-edge research proposed independently by laboratory technical staff, evaluated through expert peer-review committees, and funded by the individual laboratories consistent with the authorizing legislation and the DOE LDRD Order 413.2C.
