Unemployment is high and, instead of coming down in the nascent recovery, it has climbed from 5.6% at the recession's end to 6.2% in July 2003 (the most recent data available). Tracking the nation's payrolls reveals the worst hiring slump since the Great Depression. And the weak labor market is not just a problem for those without jobs--wages have been growing more slowly for most workers and even falling in real terms for some. How could it be that the nation's economy is supposedly in recovery yet the job market is much weaker now than when the recession ended? The explanation has something to do with the criteria used to determine when a recession ends, but the main point is that, although the economy is expanding, it is doing so at too slow a rate to quickly lower unemployment or generate the needed job growth.

Labor markets in the UK have been characterized by markedly widening wage inequality for lowskill (non-college) women, a trend that predates the pandemic. We examine the contribution of job polarization to this trend by estimating age, period, and cohort effects for the likelihood of employment in different occupations and the wages earned therein over 2001-2019. For recent generations of women, cohort effects indicate a higher likelihood of employment in low-paying manual jobs relative to high-paying abstract jobs. However, cohort effects also underpin falling wages for post-1980 cohorts across all occupations. We find that falling returns to labor rather than job polarization has been a key driver of rising inter-age wage inequality among low-skill females. Wage-level cohort effects underpin a nearly 10 percent fall in expected lifetime earnings for low-skill women born in 1990 relative to those born in 1970.

First published in 1979. This thesis describes the theoretical impact on labour markets of a process of adverse selection similar to that described in outline by George Arthur Akerlof. It concerns the information conveyed to potential employers by the fact that any new worker, except for one just entering the labour force, has either left or is prepared to leave his latest Job. If an employer is able to identify his good workers more accurately than the market at large and is generally successful in retaining them, then the group of workers leaving him will contain a disproportionately small number of good ones. For similar reasons this pool should also contain an unusually large number of bad workers who have been either flied or induced to quit. Thus, workers who change jobs should on average be less able ones. Since the market failures that result have potentially significant consequences in the labour market, this study is devoted to examining their influence on the structure of wages and job tenure, and on the operation and efficiency of labour markets. This title will be of great interest to students of economics and business studies.

The deliberate devaluation of Blacks and their communities has had very real, far-reaching, and negative economic and social effects. An enduring white supremacist myth claims brutal conditions in Black communities are mainly the result of Black people's collective choices and moral failings. “That's just how they are” or “there's really no excuse”: we've all heard those not so subtle digs. But there is nothing wrong with Black people that ending racism can't solve. We haven't known how much the country will gain by properly valuing homes and businesses, family structures, voters, and school districts in Black neighborhoods. And we need to know. Noted educator, journalist, and scholar Andre Perry takes readers on a tour of six Black-majority cities whose assets and strengths are undervalued. This comprehensive and instructive study examines the relative success or failure of government policies in preventing and alleviating unemployment. Choosing two contrasting cases—West Germany and the United States—Thomas Janoski probes the causes and consequences of two very different orientations toward labor market policy. In West Germany, labor, employers, and government cooperate in the running of a powerful and effective employment service. In the United States, by contrast, one finds little state involvement, organizational confusion, a long history of poor funding, and legislative resistance to intervention in the labor market. In the author's mind, these inadequate policies have had deleterious consequences for the American labor force. Whereas a skilled and flexible labor force exists in West Germany, Americans are poorly trained and barely assisted in finding jobs and training.
