Le dveloppement socio-conomique des zones rurales occupe dsormais une place significative dans l'laboration des politiques agricoles des pays de l'OCDE. Pourtant, il n'existe toujours pas d'analyse approfondie des relations rciproques existant entre le secteur agricole et l'conomie rurale. Quelles consquences les changements structurels l'oeuvre dans l'agriculture ont-ils pour le monde rural ? Quel rle doivent jouer les politiques agricoles ? Autant de questions fondamentales auxquelles entend rpondre cette tude compose d'un rapport principal et d'tudes de cas consacres au Canada, la France, la Grce, au Japon, la Norvge, la Nouvelle-Zlande et la Suisse. Les politiques classiques de soutien l'agriculture sont de moins en moins performantes pour faire face aux objectifs de dveloppement rural, c'est l'une des conclusions essentielles de ce rapport. La rforme des politiques agricoles peut cependant amliorer la contribution du secteur agro-alimentaire au dveloppement viable des conomies rurales, mme si les effets positifs ne sont pas immdiats. La comptitivit des zones rurales aurait tout gagner d'une approche cohrente, bien coordonne et bien cible visant diversifier les activits, promouvoir des produits rgionaux de qualit, donner des informations aux producteurs, accorder des paiements directs et assurer la fourniture de biens d'intrt collectif. Un dfi majeur pour les dcideurs sera de trouver un quilibre entre les proccupations sociales et environnementales dans les zones rurales et la ncessit de renforcer l'efficience conomique de ces dernires.
