Depuis 2001 les autorités de santé de l'Union Européenne assurent une circulation des médicaments de plus en plus sécurisée : de l'identification des médicaments à l'échelle d'un lot jusqu'en 2019 la mise en place d'une identification unique de chaque boîte de médicaments, correspondant à la sérialisation. Les sous-traitants de l'industrie pharmaceutique ont créé un système répondant aux exigences de la sérialisation, aux Bonnes Pratiques de Fabrications ainsi qu'à leurs procédés internes. Un exemple de système de sérialisation chez un sous-traitant et sa mise en place est développé dans cette thèse. En 2018, la Fédération de Russie a promulgué une loi imposant la sérialisation de tous les produits pharmaceutiques sur son territoire. Cette loi est modifiée et développée en 2019 avec une date de mise en place pour juillet 2020. Face à ces nouvelles spécifications (comme la protection cryptée), les sous-traitants ont dû modifier leur système de sérialisation précédemment mis en place pour l'adapter au marché russe. Cela a engendré une nouvelle validation du système.
