Libya is a typical example of a colonial or external creation. This book addresses the emergence and construction of nation and nationalism, particularly among Libyan exiles in the Mediterranean region. It charts the rise of nationalism from the colonial era and shows how it developed through an external Libyan diaspora and the influence of Arab nationalism. From 1911, following the Italian occupation, the first nucleus of Libyan nationalism formed through the activities of Libyan exiles. Through experiences undergone during periods of exile, new structures of loyalty and solidarity were formed. The new and emerging social groups were largely responsible for creating the associations that ultimately led to the formation of political parties at the eve of independence. Exploring the influence of colonial rule and external factors on the creation of the state and national identity, this critical study not only provides a clear outline of how Libya was shaped through its borders and boundaries but also underlines the strong influence that Eastern Arab nationalism had on Libyan nationalism. This is the first book on Italian colonialism that specifically deals with the question of citizenship/subjecthood. Such a topic is crucial for understanding both Italian imperial rule and the complex dynamics of the different colonial societies where several actors, like notables, political leaders, minorities, etc., were involved. The chapters gathered in the book constitute an unprecedented account of a heterogeneous geographical area. The cases of Eritrea, Libya, Dodecanese, Ethiopia, and Albania confirm that citizenship and subjecthood in the colonial context were ductile political tools, which were structured according to the orientations of the Metropole and the challenges that came from the colonial societies, often swinging between submission, cooptation to the colonial power, and resistance. On one hand, the book offers an account of the different policies of citizenship implemented in the Italian colonies, in particular the construction of gradated forms of citizenship, the repression and expulsion of dissidents, the systems of endearment of local people and cooptation of the elites, and the racialization of legal status. On the other, it deals with the various answers coming from the local populations in terms of resistance, negotiation, and construction of social identity.

Empire's Mobius Strip investigates how mobile populations were perceived to be major threats to Italian colonization, and how the state's historical mechanisms of control have resurfaced, with greater force, in today's refugee crisis. What is at stake in Empire's Mobius Strip is a deeper understanding of the forces driving those who move by choice and those who are moved. Stephanie Malia Hom focuses on Libya, considered Italy's most valuable colony, both politically and economically. Often perceived as the least of the great powers, Italian imperialism has been framed as something of "colonialism lite." But Italian colonizers carried out genocide between 1929–33, targeting nomadic Bedouin and marching almost 100,000 of them across the desert, incarcerating them in camps where more than half who entered died, simply because the Italians considered their way of life suspect. There are uncanny echoes with the situation of the Roma and migrants today. Hom explores three sites, in novella-like essays, where Italy's colonial past touches down in the present: the island, the camp, and the village. Empire's Mobius Strip brings into relief Italy's shifting constellations of mobility and empire, giving them space to surface, submerge, stretch out across time, and fold back on themselves like a Mobius strip.
