C'est une obligation incombant aux propriétaires qui les détiennent pour le compte du public. Les collaborateurs qui se sont chargés de cette partie de l'histoire de la Guerre ne pouvaient que se homer à un rôle d'enquèteurs, et, en accep tant la situation telle qu'elle était, résumer leurs découvertes sous forme de guides ou de manuels bibliographiques, et peut ètre aussi, en procédant à une comparaison des méthodes employées, contribuer à faire adopter celles trouvées les plus pratiques.
