L'Accord de Libre-Echange Nord Américain (ALENA), dès 1994, jette les bases d'une zone de libre échange pour les marchandises et les capitaux entre Etats-Unis, Mexique et Canada. Aux Etats-Unis, le débat de ratification dépasse le cadre de l'économie et permet une lecture identitaire. Analysant les positions des différents acteurs, nous détaillons trois niveaux de lecture : éclatement, rayonnement et repli.Le débat offre d'abord une image éclatée de l'identité américaine, devenue introuvable. Le débat de société autour de l'écologie et de la "fuite" des emplois débouche sur une recomposition politique partielle assez paradoxale. l'équilibre des pouvoirs, dans la logique des procédures fast-track et super 301, se déplace en faveur des défenseurs du néoprotectionnisme. Au deuxième niveau, l'ALENA crée une vaste zone régionale dominée économiquement par les Etats-Unis. L'ouverture du Canada et surtout du Mexique, traditionnellement protectionniste, illustre apparemment le triomphe des thèses économiques défendues par Washington depuis 1947 (GATT)
