The war in Kosovo has been a defining moment in post-Cold War Europe. Kosovo has great importance beyond the Balkans as the most ambitious attempt of the international community to prevent internal conflicts and rebuild a society destroyed by war and ethnic cleansing. As the danger of ethnic conflict prevails in the region and elsewhere around the world, the experience of Kosovo offers important lessons. This is a comprehensive survey of developments in Kosovo leading up to, during and after the war in 1999, providing additionally the international and regional framework to the conflict. It examines the underlying causes of the war, the attempts by the international community to intervene, and the war itself in spring 1999. The question of Kosovan sovereignty and independence has a history which stretches far back beyond the outbreak of war in 1998. This volume is a compilation of key documents on Kosovo from the first half of the twentieth century. These texts, including numerous diplomatic despatches from the British Foreign Office, deal initially with the Albanian uprising against Ottoman rule in the spring of 1912 and, in particular, with the period of the Serbian invasion of Kosovo in late 1912 and the repercussions of the conquest for the Albanian population. The documents from 1918 to the early 1920s focus mainly on endeavours by Albanian leaders, including those of the so-called Kosovo Committee in exile, to bring the plight of their people to the attention of the outside world - endeavours which largely failed. Further documents reflect the situation in Kosovo up to the outbreak of World War II. This collection provides new perspectives on the Kosovo question and includes many documents which have been largely unavailable up to now. It sheds new light on many of the major and minor episodes that channelled and determined subsequent events, including the Kosovo War of 1998-1999 and the declaration of independence in February 2008.

This book examines the adverse impacts of liberal peacebuilding in conflict-affected societies. It introduces ‘peace figuration’ as a new analytical framework for studying the intentionality, performativity, and consequences of liberal peacebuilding. The work challenges current theories and views and searches for alternative non-conflicted research avenues that are suitable for understanding how peacebuilding intentions are made, how different events shape peace outcomes, and what are the consequences of peacebuilding interventions. Drawing on detailed case studies of peacebuilding in Bosnia and Herzegovina, Kosovo and Timor-Leste, the book argues that attempts to build peace often fail to achieve the intended outcomes. A figurational view of peacebuilding interventions shows that post-conflict societies experience multiple episodes of success and failure in an unpredictable trajectory. This book develops a relational sociology of peacebuilding impact, which is crucial for overcoming static measurement of peacebuilding successes or failures. It shows that international interventions can shape peace but, importantly, not always in the shape they intended. This book will be of much interest to students of statebuilding, peacebuilding, war and conflict studies, security studies and IR.

The History of Albania by Tajar Zavalani (1903-1966) is the first full-length history of Albania to have been written in English. Retrieved after fifty years of oblivion, the fruits of Zavalani's imposing project are now available to the reading public for the first time. Tajar Zavalani was born in Korça (Albania) and fled to Italy with the rise of the dictatorship of Ahmet Zogu. There, Soviet agents recruited him and offered to let him study in Russia as a “victim of counter-revolution.” In November 1930, after several years of study in Moscow and Leningrad, he left Russia, about which he now had serious misgivings. After the Italian invasion of Albania in 1939, Zavalani was interned in northern Italy, from where he escaped with his wife, Selma Zavalani (1915-1995), former lady-in-waiting to Queen Geraldine, via Switzerland to France and then in 1940, with King Zog's party, on into exile in England. In November 1940, Zavalani was given a job in the BBC's new Albanian-language service, which he came to head and where he worked until his death in an accident on 19 August 1966. He was a well-known and active figure of the Albanian exile community in Britain. Reporting from the heartland of Yugoslavia in the 1970s, Washington Post correspondent Dusko Doder described "a landscape of Gothic spires, Islamic mosques, and Byzantine domes." Rarely has the human impulse toward monocausality--the need for a single explanation--been in greater evidence than in Western attempts to make sense of the country's bloody dissolution. From Robert Kaplan's controversial Balkan Ghosts, which identified entrenched ethnic hatreds as the driving force behind Yugoslavia's demise to NATO's dogged pursuit and arrest of Slobodan Milosevic, the quest for easy answers has frequently served to obscure the Balkans' complex history.
