"Paul H. Rosendahl, Ph.D., Inc. (PHRI) has prepared this site preservation plan (SPP) at the request of Ken Morimoto, P.E. Project Manager, Austin, Tsutsumi & Associates, Inc., on behalf of the Department of Hawaiian Homes Lands (DHHL). This plan is for preservation sites within the approximately 1,000-acre villages at Laʻiʻopua project area (formerly the Kealakeha planned community project area)., located in Kealakehe and Keahuolu Ahupuaʻa, North Kona District, island of Hawaiʻi (TMK:7-04-08-17,Por 12). The overall purpose of this plan is to achieve compliance with current historic preservation requirements of the Hawaiʻi State Historic Preservation Division (SHPD) and the Hawaiʻi County Planning Department in connection with future development planning and/or permit applications. This plan was prepared in compliance with the general specifications contained in the Hawaiʻi Administrative Rules; Title 13, Subtitle 13, Chapter 277: Rules Governing Requirements for Archaeological Site Preservation and Development (effective December 2002). This document presents site-specific preservation actions for all preservation sites in the project area, other than burial sites/features, for which a separate treatment plan is being prepared. Sites are described in detail, and details of preservation treatment, including short-term and permanent preservation buffer zones, are prescribed" -- Summary.
