As most of the disorders had attended the organization of militia, he sentenced the lower classes of the population to pay special levies for arms with which to equip the troops. The ayunta-micntos were assessed for funds for the uniforms. Leaving Valera to execute his sentences and a sargento mayor, Miguel Deza, to organize and equip the militia, the visitor set out for Mexico, where he arrived November 24, 1767. He had been away from the capital four and one-half months on this expedition, the arduous labors of which had left him not more than three hours' daily rest. If I have been able he wrote to Croix to work with any success, and... to take any measures which merit the approval of yourself and the satisfaction of his Majesty in the zeal and fidelity with which we strive to serve him, this is the only reward I seek as the final recompense for my wakefulness and fatigue, that I may carry to my grave the inner satisfaction and consolation that I have not been a servant entirely useless to my master and to my nation.24 7. Judgments an the expedition.--Viewed in the light of twentieth century standards, the severity of Galvez while upon this expedition can hardly be considered a cause for inner satisfaction or consolation. It is difficult to refrain from the judg-ment that his sentences were heartlessly cruel. During the trials no actual destruction of life was proven to have been committed by the turbulent natives, though some attempts at such violence had been made. Much property had been destroyed and a de-cidedly anti-Spanish spirit had been uncovered.
