Joliet is faced with a significant problem of housing and neighborhood deterioration. Both of these problems are closely connected with the process of neighborhood decline, which involves a complex system of social, physical, and economic forces working together to undermine neighborhood viability. In addition, the city suffers from shortages in certain housing sub-markets, such as the elderly and large family sub-markets. The city has established a number of neighborhood, housing, and environmental policies to act as guidelines for decisions, regarding housing and community development issues. Taken together with the problem analysis, they suggest certain strategy alternatives for attacking the problem. After considering several alternatives, the city has adopted a strategy of neighborhood conservation to be applied in two small subareas of the city which includes programs of code enforcement, home improvement rebates, housing education, and neighborhood improvements, as well as a city-wide program of urban homesteading.
