The shortage of full time jobs and the difficulty in earning a livelihood are one of the greatest global problems. Increasing population, especially in Africa, looks much less likely to stabilise than experts complacently believed until recently. World-wide 600 million young people will enter the job market in the next decade with only 200 million jobs awaiting them. The failure to address the issue will have serious consequences and threatens widespread social and political unrest. The situation is recognised by donors, but there seems to be a lack of passion in attempts to address it. As DFID notes, the private sector is the driver of economic growth and will produce 90% of new jobs. DFID's approach to economic development is centred on its Economic Development Strategic Framework, which consists of a series of wide-ranging interventions, listed under five pillars, including international trade; improving the "enabling" environment in countries; catalysing capital flows; engaging with businesses to help their investments contribute to development; and ensuring growth is inclusive and benefits marginalised groups. The choice and balance of interventions depends on the particular circumstances of each country. This basic approach was supported by many witnesses. However, there are several concerns. DFID plans to spend £1.8 billion on economic development by 2015-16 - more than doubling the amount spent in 2012-13; is DFID geared up to spend the extra money cost-effectively? The Committee have seen examples of successful work on theirr visits, and urge DFID to publish lists of achievements under these programmes.

The evaluation of the project “Improving rural livelihoods, environment & green jobs opportunities in Mafraq Governorate in the Hashemite Kingdom of Jordan” (GCP/JOR/017/EC) looked into accountability issues but also sought to document lessons, identify good practices and challenges that can inform the design and implementation of follow-up or similar projects in innovative waste disposal techniques and green jobs in order to achieve positive economic, environmental and social outcomes. The evaluation considered the multisectoral project to be innovative and relevant to FAO's mandate and work in the country, highlighting the complexities of the food–water–energy nexus. It achieved consensus at the highest levels on the use of biosolids for agricultural purposes through the use of evidence-based research, and at the same time resulted in a reduction in the amount of waste going to the landfill, provided livelihood opportunities for Syrian refugees working in the Material Recovery Facility within Zaatari refugee camp. This project demonstrated well the potential and the practical challenges of integrating the humanitarian-development-peace nexus within FAO’s work.

People employ various methods to extract gold in the rainforests of the Chocó, in northwest Colombia: Rural Afro-Colombian artisanal miners work hillsides with hand tools or dredge mud from river bottoms. Migrant miners level the landscape with excavators, then trap gold with mercury. Canadian mining companies prospect for open-pit mega-mines. Drug traffickers launder cocaine profits by smuggling gold into Colombia and claiming it came from fictitious small-scale mines. Through an ethnography of gold that examines the movement of people, commodities, and capital, Shifting Livelihoods investigates how resource extraction reshapes a place. In the Chocó, gold enables forms of “shift” (rebusque)—a metaphor for the fluid livelihood strategy adopted by forest dwellers and migrant gold miners alike as they seek informal work amid a drug war. Mining’s effects on rural people, corporations, and politics are on view in this fine-grained account of daily life in a regional economy dominated by gold and cocaine.

Based on studies of a range of countries in the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous informal work and present a comparative perspective across developing countries in Asia, Latin America, Sub-Saharan Africa, and North Africa and the Middle East. Each study provides a nuanced view of informality, dividing workers into six work statuses: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage employees, formal self-employed, and upper-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers across each of these work statuses, and document transition patterns across different formality and work statuses. The panel data analysed in each country study provide a basis for making statements about labour market transitions that are not warranted when using comparable cross-sections. The studies also examine the individual- and household-level characteristics associated with workers in each work status. Using these characteristics, each study constructs a 'job ladder' that ranks each work status, and then examines the characteristics of workers that are associated with transitions up (and down) the job ladder.

The 2020 General Election results have raised expectations that Singapore will transition to a more competitive democracy. But this is far from preordained. Nor is there a clear societal consensus that the city-state needs this amid a pandemic and its deepest economic crisis since independence. For now, the People’s Action Party still controls all the levers of power. With the opposition still not ready to step up as an alternative government-in-waiting, Lee Kuan Yew’s prognosis still applies: the PAP’s internal dynamics will be the primary determinant of its continued viability. PAP v. PAP expands on one dimension of this inner struggle: between a conservative attachment to what worked in the past, and a boldly progressive vision for the future. Cherian George and Donald Low argue that a reformed PAP — comfortable with political competition and more committed to justice and equality — would be good for Singapore, and serve the long-term interests of the party. An adaptive PAP, buttressed with stronger democratic legitimacy, would also maintain one of Singapore’s most important strengths: a strong consensus on the virtues of an expert-led, elite government.
