A conceptual-study mode of economic diplomacy is combined with applied analysis of Japan’s economic diplomacy practice. The two approaches reinforce one another, yielding a conceptualization of economic diplomacy that is grounded in practical insights. A comprehensive approach A core argument in the book is that economic diplomacy, strategically, affirms that economic/commercial interests and political interests reinforce one another and should thus be seen in tandem. Since the 1950s, Japan-Europe relations have been characterised by a mutual coldness in terms of diplomatic dialogue, punctuated by a number of trade disputes. This book analyses the development of the political and diplomatic relationship between Japan and Europe, and shows that – especially during the Cold War years – whilst they share a wide range of political values and goals, the quality of diplomatic relations has often been sacrificed to both overcome trade issues and as a result of systemic factors. Focusing on the institutionalization of relations between Japan and the EU, this book examines both the historical-diplomatic dimension and political-strategic discourse. It traces the historical development of the relationship from the post-war years, to the signing of the Japan-EU action plan in 2001, which marked a key turning point in the relationship. This book explains compellingly that, despite common belief, in the early modern period, the intra-East Asian commercial network still functioned sustainably, and within that network, the Sino-Japanese trade can be seen as the most significant part which not only connected the Chinese and Japanese domestic markets but also was linked to the global economy. It is commonly thought that East Asian countries like China and Japan maintained a stance of so-called national isolation during the period from the seventeenth century to the middle of the nineteenth century. It is true that diplomatic relations between Qing China and Tokugawa Japan could have not been established for reasons such as guarantees of security; however, every year merchants in junks voyaged to Nagasaki and carried out transactions with Japanese merchants or business agents. How this kind of trade relation was maintained stably without any diplomatic guarantees and in which way the governments of the two sides edged into the trade and accommodated the trade conflicts and institutional frictions are essential but seldom-emphasized topics. This book aims to shed light on these issues and thereby examine the character of the unique trade order in early modern East Asia as well, by analyzing a large quantity of the seldom-used and unpublished Chinese and Japanese primary and secondary sources.

This book provides a comprehensive analysis of Japan’s Asian diplomacy under Prime Minister Shinzō Abe. Under the Kantei-centred policymaking system, Shinzō Abe has implemented assertive foreign policies with a slogan of ‘diplomacy taking a panoramic perspective of the world’. The analyses in the book cover the traditional and emerging fields of national security and international political economy. While its empirical examination is based on field-specific research, it also incorporates the analysis of Japan’s bilateral relations with China, the US, India, and others. In addition, the book provides a solid, theory-driven analysis of Japan’s external policy and relations. In an independent chapter, this work sets up integrative theoretical frameworks for empirical analyses by relying on key concepts drawn from the three international relations theories of realism, liberalism and constructivism.
