As a result of the Aigun (1858) and Beijing Treaties (1860) Russia had become a participant in international relations of Northeast Asia, but historiography has underestimated the presence of Russia and the USSR in this region. This collection elucidates how Russia's expansion affected early Meiji Japan's policy towards Korea and the late Qing Empire's Manchurian reform. Russia participated in the mega-imperial system of transportation and customs control in Northern China and created a transnational community around the Chinese Eastern Railway and Harbin City. The collection vividly describes daily life of the emigre Russians' community in Harbin after 1917. The collection investigates mutual images between the Russians and Japanese through the prism of the descriptions of the Japanese Imperial House in Russian newspapers and memoirs written by Russian POWs in and after the Russo-Japanese War and war journalism during this war. The first Soviet ambassador in Japan, V. Kopp, proposed to restore the division of spheres of interest between Russia and Japan during the tsarist era and thus conflicted People's Commissar of Foreign Affairs, G. Chicherin, the Soviet ambassador in Beijing, L. Karakhan, and Stalin, since the latter group was more loyal to the cause of China's national liberation. As a whole, the collection argues that it is difficult to understand the modern history of Northeast Asia without taking the Russian factor seriously.

For the past sixty years, the U.S. government has assumed that Japan's security policies would reinforce American interests in Asia. The political and military profile of Asia is changing rapidly, however. Korea's nuclear program, China's rise, and the relative decline of U.S. power have commanded strategic review in Tokyo just as these matters have in Washington. What is the next step for Japan's security policy? Will confluence with U.S. interests—and the alliance—survive intact? Will the policy be transformed? Or will Japan become more autonomous? Richard J. Samuels demonstrates that over the last decade, a revisionist group of Japanese policymakers has consolidated power. The Koizumi government of the early 2000s took bold steps to position Japan's military to play a global security role. It left its successor, the Abe government, to further define and legitimate Japan's new grand strategy, a project well under way-and vigorously contested both at home and in the region. This open access book assesses the profound impact of Japan’s aspirations to become a great power on Japanese security, democracy and foreign relations. Rather than viewing the process of normalization and rejuvenation as two decades of remilitarization in face of rapidly changing strategic environment and domestic political circumstances, this volume contextualizes Japan’s contemporary international relations against the longer grain of Japanese historical interactions. It demonstrates that policies and statecraft in the Prime Minister Shinzo Abe’s era are a continuation of a long, unbroken and arduous effort by successive generations of leaders to preserve Japanese autonomy, enhance security and advance Japanese national interests. Arguing against the notion that Japan cannot work with China as long as the US-Japan alliance is in place, the book suggests that Tokyo could forge constructive relations with Beijing by engaging China in joint projects in and outside of the Asia-Pacific in issue areas such as infrastructure development or in the provision of international public goods. It also submits that an improvement in Japan-China relations would enhance rather than detract Japan-US relations and that Tokyo will find that her new found autonomy in the US-Japan alliance would not only accord her more political respect and strategic latitude, but also allow her to ameliorate the excesses of American foreign policy adventurism, paving for her to become a truly normal great power.

The rivalry between Japan and China has a long and sometimes brutal history, and they continue to eye each other warily as the balance of power tips toward Beijing. They cooperate and compete at the same time, but if competition deteriorates into military conflict, the entire world has much to lose. The Perils of Proximity evaluates the chances of armed conflict between China and Japan, presenting in stark relief the dangers it would pose and revealing the steps that could head off such a disastrous turn of events. Richard Bush focuses his on the problematic East China Sea region. Although Japan’s military capabilities are more considerable than some in the West realize, its defense budget has remained basically flat in recent years. Meanwhile, Chinese military expenditures have grown by double digits annually. Moreover, that the emphasis of China’s military modernization is on power projection—the ability of its air and naval forces to stretch their reach to the east, thus encroaching on its island neighbor. Tokyo regards the growth of Chinese power and its focus on the East China Sea with deep anxiety. How should they respond? The balance of power is changing, and Japan must account for that uncomfortable fact in crafting its strategy. It is incumbent on China, Japan, and the United States to take steps to reduce the odds of clash and conflict in the East China Sea, and veteran Asia analyst Bush presents recommendations to that end. No country feels China's rise more deeply than Japan. Through intricate case studies of visits by Japanese politicians to the Yasukuni Shrine, conflicts over the boundaries of economic zones in the East China Sea, concerns about food safety, and strategies of island defense, Sheila A. Smith explores the policy issues testing the Japanese government as it tries to navigate its relationship with an advancing China. Smith finds that Japan's interactions with China extend far beyond the negotiations between diplomats and include a broad array of social actors intent on influencing the Sino-Japanese relationship. Some of the tensions complicating Japan's encounters with China, such as those surrounding the Yasukuni Shrine or territorial disputes, have deep roots in the postwar era, and political advocates seeking a stronger Japanese state organize themselves around these causes. Other tensions manifest themselves during the institutional and regulatory reform of maritime boundary and food safety issues. Smith scrutinizes the role of the Japanese government in coping with contention as China's influence grows and Japanese citizens demand more protection. Underlying the government's efforts is Japan's insecurity about its own capacity for change and its waning status as the leading economy in Asia. For many, China's rise means Japan's decline, and Smith suggests how Japan can maintain its regional and global clout as confidence in its postwar diplomatic and security approach diminishes.

Governments increasingly offer or demand apologies for past human rights abuses, and it is widely believed that such expressions of contrition are necessary to promote reconciliation between former adversaries. The post-World War II experiences of Japan and Germany suggest that international apologies have powerful healing effects when they are offered, and poisonous effects when withheld. West Germany made extensive efforts to atone for wartime crimes-formal apologies, monuments to victims of the Nazis, and candid history textbooks; Bonn successfully reconciled with its wartime enemies. By contrast, Tokyo has made few and unsatisfying apologies and approves school textbooks that whitewash wartime atrocities. Japanese leaders worship at the Yasukuni Shrine, which honors war criminals among Japan's war dead. Relations between Japan and its neighbors remain tense. Examining the cases of South Korean relations with Japan and of French relations with Germany, Jennifer Lind demonstrates that denials of past atrocities fuel distrust and inhibit international reconciliation. In Sorry States, she argues that a country's acknowledgment of past misdeeds is essential for promoting trust and reconciliation after war. However, Lind challenges the conventional wisdom by showing that many countries have been able to reconcile without much in the way of apologies or reparations. Contrition can be highly controversial and is likely to cause a domestic backlash that alarms—rather than assuages—outside observers. Apologies and other such polarizing gestures are thus unlikely to soothe relations after conflict, Lind finds, and remembrance that is less accusatory-conducted bilaterally or in multilateral settings-holds the most promise for international reconciliation.
