For a country already uneasy about energy security, the 2011 earthquake and tsunami, which caused a nuclear catastrophe at the Fukushima nuclear power plant, turned pre-existing Japanese concern about the availability of energy into outright anxiety. The subsequent closure of many nuclear reactors meant Japan needed to replace lost power quickly and so had no choice but to secure additional fossil fuels, undermining Japanese diversification policy and increasing global and regional competition for energy. This switch has been at a cost to the already weak Japanese economy whilst the increase in fossil fuel consumption has caused a significant increase in greenhouse gas emissions. In this book Vlado Vivoda examines the drastically changed environment following the disaster in order to analyse Japan’s energy security challenges and evaluate Tokyo’s energy policy options. Looking at how the disaster exacerbated Japan’s existing energy security challenges, Vivoda considers the best policy options for Japan to enhance national energy security in the future, exploring the main impediments to change and how they might be overcome.

Environmental issues stretch across scales of geographic space and require action at multiple levels of jurisdiction, including the individual level, community level, national level, and global level. Much of the scholarly work surrounding new approaches to environmental governance tends to overlook the role of sub-national governments, but this study examines the potential of sub-national participation to make policy choices which are congruent with global strategies and national mandates. This book investigates the emerging actors and new channels of Japan’s environmental governance which has been taking shape within an increasingly globalized international system. By analysing this important new phenomenon, it sheds light on the changing nature of Japan’s environmental policy and politics, and shows how the links between global strategies, national mandates and local action serve as an influential factor in Japan’s changing structures of environmental governance. Further, it demonstrates that decision-making competencies are shared between actors operating at different levels and in new spheres of authority, resulting from collaboration between state and non-state actors. It highlights a number of the problems, challenges, and critiques of the actors in environmental governance, as well as raising new empirical and theoretical puzzles for the future study of governance over environmental and global issues. The coal-mining town of Fushun in China’s Northeast is home to a monstrous open pit. In Carbon Technocracy, Victor Seow uses the remarkable story of the Fushun colliery to chart how the fossil fuel economy emerged in tandem with the rise of the modern technocratic state. Taking coal as an essential feedstock of national wealth and power, Chinese and Japanese bureaucrats, engineers, and industrialists deployed new technologies like open-pit mining and hydraulic stowage in pursuit of intensive energy extraction. But as much as these mine operators idealized the might of fossil fuel–driven machines, their extractive efforts nevertheless relied heavily on the human labor that those devices were expected to displace. The authors argue that with the election of the Abe Government in December 2012, Japanese politics has entered a radically new phase they describe as the “2012 Political System.” The system began with the return to power of the Liberal Democratic Party (LDP), after three years in opposition, but in a much stronger electoral position than previous LDP-based administrations in earlier decades. Moreover, with the decline of previously endemic intra-party factionalism, the LDP has united around an essentially nationalist agenda never absent from the party’s ranks, but in the past was generally blocked, or modified, by factions of more liberal persuasion. Opposition weakness following the severe defeat of the Democratic Party of Japan (DPJ) administration in 2012 has also enabled the Abe Government to establish a political stability largely lacking since the 1990s. The first four chapters deal with Japanese political development since 1945 and factors leading to the emergence of Abe Shinzō as Prime Minister in 2012. Chapter 5 examines the Abe Government’s flagship economic policy, dubbed “Abenomics.” The authors then analyse four highly controversial objectives promoted by the Abe Government: revision of the 1947 ‘Peace Constitution’; the introduction of a Secrecy Law; historical revision, national identity and issues of war apology; and revised constitutional interpretation permitting collective defence. In the final three chapters they turn to foreign policy, first examining relations with China, Russia and the two Koreas, second Japan and the wider world, including public diplomacy, economic relations and overseas development aid, and finally, the vexed question of how far Japanese policies are as reactive to foreign pressure. In the Conclusion, the authors ask how far right wing trends in Japan exhibit common causality with shifts to the right in the United States, Europe and elsewhere. They argue that although in Japan immigration has been a relatively minor factor, economic stagnation, demographic decline, a sense of regional insecurity in the face of challenges from China and North Korea, and widening gaps in life chances, bear comparison with trends elsewhere. Nevertheless, they maintain that “[a] more sane regional future may be possible in East Asia.”
