The author proposed the satoumi concept, analogous to the satoyama concept on land, as “coastal sea with high biodiversity and productivity in harmony with human interaction” in 1998. The concept for environmental conservation in the coastal seas has been widely accepted and was included in the Japanese national policy of “Strategy for Establishment of an Environmental Nation” in 2007. This book is a translation of the author’s Japanese book (2010) in response to concerns and questions about satoumi, including: Does biodiversity increase as a result of human interaction in coastal seas? Do the economics of fishing villages need to be considered in detail? What legal support is necessary for the creation of satoumi? Is there a relation between the concepts of God and Nature in satoumi? What is the relationship between fishermen and city dwellers? Chapter 1 presents the basic concept of satoumi. In Chapter 2 the relation between biodiversity and human interaction, economic problems related to satoumi, legal support for satoumi creation, satoumi from the point of view of landscape ecology, and the relation between society and science with regard to the satoumi movement are discussed. In Chapter 3 examples of satoumi creation in Japan are presented, and in Chapter 4 the overseas dissemination of the satoumi concept is introduced, with Chapter 5 providing the conclusion. Coastal communities depend on the marine environment for their livelihoods, but the common property nature of marine resources poses major challenges for the governance of such resources. Through detailed cases and consideration of broader global trends, this volume examines how coastal communities are adapting to environmental change, and the attributes of governance that foster deliberate transformations and help to build resilience of social and ecological systems. Governance here reflects how communities, societies and organisations (e.g. fisher cooperatives, government agencies) choose to organise themselves to make decisions about important issues, such as the use and protection of coastal commons (e.g. fishery resources). The book shows how a governance approach generates insights into the specific forms and arrangements that enable coastal communities to steer away from unsustainable pathways. Japan is quintessentially by geography a maritime country. Maritime surveillance capabilities – underwater, shore-based and airborne – are critical to its national defence posture. This book describes and assesses these capabilities, with particular respect to the underwater segment, about which there is little strategic analysis in publicly available literature. Since the end of the Cold War, Chinese oceanographic and navy vessels have intruded into Japanese waters with increasing frequency, not counting their activities in disputed waters such as around the Senkaku (Diaoyu) Islands and Okinotorishima where China and Japan have overlapping territorial claims. These intrusions have increasingly involved warships, including submarines, sometimes acting quite aggressively. Japan maintains an extraordinary network of undersea hydrophone arrays, connected to shore-stations which are typically equipped with electronic intelligence (ELINT) systems, for monitoring, identifying and tracking submarine and surface traffic in its internal straits and surrounding seas. Some parts of this network are operated jointly with, and are of crucial importance to, the US Navy. Japan’s superlative submarine detection capabilities would be of decisive advantage in any submarine engagement. But the relevant facilities are relatively vulnerable, which makes them very lucrative targets in any conflict. This introduces compelling escalatory dynamics, including the involvement of US forces and possible employment of nuclear options.
