A conceptual-study mode of economic diplomacy is combined with applied analysis of Japan’s economic diplomacy practice. This thesis attempts to fill a gap in the contemporary academic literature via a comprehensive study of Japan's diplomatic engagement with the United Nations. Covering the entire period of Japan's UN membership from 1956 to 2020, the analysis works at three main levels--namely the central themes of Japan's UN diplomacy, its financial contributions to the UN, and Japanese diplomatic practice. This is based on mixed methods research, encompassing more than sixty semi-structured interviews (most of them with Japanese diplomats), documentary analysis of Japanese and UN archives, and a discourse analysis of approximately 200 Japanese speeches. Japan's relationship with the UN must be seen in the context of the general rise of multilateralism since the mid-twentieth century, the evolution of the country's world role and power, a constitution renouncing war, and a foreign policy characterized by an alliance with the United States. Against this background, the thesis asks how and why Japan cooperates at the UN. The answer to both parts of this question is threefold. The 'how' answer emphasizes an evolution towards a discursive focus on Japan itself, Japanese financial contributions as a means to play an international role, and the 'cooperative' style of Japanese diplomats. The 'why' answer identifies several different motivations (other than external constraints) for Japan's multilateral diplomacy, allowing us to look at its principled aspect, its use as a tool for influence, and its deployment as a means of obtaining recognition.

The United States of America (USA) uses multilateralism in diplomacy and in action to generate foreign public support for its use of force abroad. A typical multilateral diplomacy is done by obtaining the United Nations (UN) Security Council's resolution (i.e. UN flag) to authorize a military action. By contrast, examples of multilateralism in action are the multinational forces, the so-called "Coalition of the Willing" and "Many Flags Program." While scholars have empirical evidence that the multilateralism in diplomacy generates foreign domestic support for the use of force, there is no equivalent study for multilateralism in action. We do not know if or how much the two types of multilateralism would differ in inducing foreign domestic support for a military action. This study, by using Japan as a field of survey experiment, answers these questions.

Since the early 1990s, there has been a clear evolution in the military dimension of Japanese diplomacy. From Gulf War I in 1991 to the present day, an incremental but unmistakable acceptance of, and resort to, military dispatches has taken place, and yet crucially, Japan has not morphed into a traditional military power. Exploring Japan’s involvement in both Afghanistan and Iraq, this book examines the evolution and nature of the new civil-military dimension in Japanese foreign policy. It shows how foreign aid, Japan’s traditional non-military diplomatic tool, was merged with the operations of the Japanese Self-Defense Force in Iraq and the activities of NATO-ISAF forces in Afghanistan, and emphasises the centrality of civilian power to Japanese foreign policy and diplomacy. However, Dennis Yasutomo argues that while a new civil-military security culture is replacing the old merchant state culture of pacifism and anti-militarism, Japan does not yet qualify as a military "normal nation". Further, the book’s exploration of the increased utilization of military power within the context of civilian objectives and non-military diplomatic instruments, sheds light on the current build-up of Japanese military power in East and Southeast Asia amid territorial disputes and nuclear threats, and highlights the impact that Japan’s new civil-military diplomacy may have on wider international affairs in the 21st Century. Drawing on interviews with key actors in Tokyo, as well as with practitioners who have served on the ground in Iraq and Afghanistan, this book will have broad appeal to students and scholars working on Japanese politics and diplomacy, military and security studies and international relations.
