This is the first comparative analysis of the political transitions in South Africa and Palestine since the 1990s. Clarno s study is grounded in impressive ethnographic fieldwork, taking him from South African townships to Palestinian refugee camps, where he talked to a wide array of informants, from local residents to policymakers, political activists, business representatives, and local and international security personnel. The resulting inquiry accounts for the simultaneous development of extreme inequality, racialized poverty, and advanced strategies for securing the powerful and policing the poor in South Africa and Palestine/Israel over the last 20 years. Clarno places these transitions in a global context while arguing that a new form of neoliberal apartheid has emerged in both countries. The width and depth of Clarno s research, combined with wide-ranging first-hand accounts of realities otherwise difficult for researchers to access, make Neoliberal Apartheid a path-breaking contribution to the study of social change, political transitions, and security dynamics in highly unequal societies. Take one example of Clarno s major themes, to wit, the issue of security. Both places have generated advanced strategies for securing the powerful and policing the racialized poor. This volume examines mechanisms for regional peacemaking and conflict management in Europe and the Middle East. To date little research has been devoted to uncovering the conditions for peace, and the factors that contribute to stabilizing the state of peace. This volume assesses the factors that contribute to regional pacification, the incentives that motivate states in establishing peaceful relations, and most importantly, how regions become peaceful. It discusses the conditions under which various types of ‘peace’ might emerge on a regional level and the factors most likely to determine the outcome. The book takes an innovative approach through a systematic comparison of two regions that are particularly prominent and important for the subject of regional pacification: Europe and the Middle East. While many believe that the European case is the indispensable model for peacemaking, others believe that these two regions are too different for Europe to be a useful framework for the Middle East. This volume occupies a middle ground between these two extreme positions. It argues that while a mindless copying of European models will not lead to peace in the Middle East, important insights can be gained from the most successful case of regional peacemaking to date. This edited volume explores Canada’s foreign policy relationship with the Palestinians and broader Middle East Peace Process (MEPP). Canada was intensively involved from 1992 to 2000 in peacebuilding as a mediator in the multilateral part of the MEPP, as chair of the Refugee Working Group, and sponsor of Track II negotiations. This all changed after a significant mid-2000s discursive and policy shift when Canada withdrew from the politics of Israel-Palestine peacebuilding and took a strong partisan stance in favour of Israel. Through 10 chapters by current and former government insiders and academics with extensive field experience, this unique edited volume offers insight into decades of evolution in Canadian policy toward the Palestinians, MEPP and the Middle East. It arrives at an important time when the international community is reconsidering how it views Israel’s entrenched occupation of the Palestinians, after three failed decades of United States-led efforts to find peace through a negotiated two-state model. Today, peace may never have appeared further away after the Trump Administration adopted policies directly contradictory to the MEPP. This proved a test to Canada’s own official policy toward Israel and Palestine, its longest running and most important region of engagement in the Middle East. The chapters were originally published as a special issue of the Canadian Foreign Policy Journal, guest edited by Jeremy Wildeman and Emma Swan.
