To fund IRS's 2012 operations, the President requested $13.3 billion spread over five appropriations, including $6 billion for enforcement, $4.6 billion for operations support, and $2.3 billion for taxpayer services. This report reviewed the FY 2012 budget justification for IRS. The objectives were to: (1) describe IRS's budget and staffing trends for FYs 2008 through 2012; (2) assess IRS's process for identifying potential savings and how it used savings that were greater than projected; (3) describe new enforcement, taxpayer service and other initiatives in the FY 2012 budget justification, including any estimates of return on investment (ROI); (4) assess any legislative proposals in the budget justification and how IRS reports their costs; (5) assess how the budget justification reports on the costs and performance of major IT systems; (6) describe how 2012 PPACA costs are presented in the budget justification; and (7) document IRS's implementation of GAO's budget recommendations from prior years' reports as well as highlight open matters for Congress and recommendations to IRS with potential savings or revenues. Employer's Tax Guide (Circular E) - The Families First Coronavirus Response Act (FFCRA), enacted on March 18, 2020, and amended by the COVID-related Tax Relief Act of 2020, provides certain employers with tax credits that reimburse them for the cost of providing paid sick and family leave wages to their employees for leave related to COVID‐19. Qualified sick and family leave wages and the related credits for qualified sick and family leave wages are only reported on employment tax returns with respect to wages paid for leave taken in quarters beginning after March 31, 2020, and before April 1, 2021, unless extended by future legislation. If you paid qualified sick and family leave wages in 2021 for 2020 leave, you will claim the credit on your 2021 employment tax return. Under the FFCRA, certain employers with fewer than 500 employees provide paid sick and fam-ily leave to employees unable to work or telework. The FFCRA required such employers to provide leave to such employees after March 31, 2020, and before January 1, 2021. Publication 15 (For use in 2021)

People pay taxes for two reasons. On the positive side, most people recognize, even if grudgingly, that payment of tax is a duty of citizenship. On the negative side, they know that the law requires payment, that evasion is a crime, and that willful failure to pay taxes is punishable by fines or imprisonment. The practical questions for tax administration are how to strengthen each of these motives to comply with the law. How much should be spent on enforcement and how should enforcement be organized to promote these objectives and achieve the best results per dollar spent? Over the last few years, the U.S. Congress has restricted spending on tax administration, forcing the Internal Revenue Service to curtail enforcement activities, at the same time, that the number of individual filers has increased, tax rules have become more complex, and more business have become multinational operations.
