A U.S. government report is mandated annually through 2015 on firms engaging in certain types of commercial activities involving Iran's energy and communications sectors. Iran's economy relies on oil, a major source of government revenues, and Iran has blocked its citizens' access to telecommunications. This is the latest in a series of reports on foreign firms reported to have engaged in commercial activities in Iran's energy sector or to have exported technologies to Iran for blocking telecommunications. It identifies (1) foreign firms reported to have engaged in commercial activity in Iran's energy sector between Nov. 8, 2013, and Dec. 1, 2014; (2) foreign firms reported to have exported technology to Iran between Nov. 8, 2013, and Dec. 1, 2014, for telecommunications blocking; and (3) any of these identified firms that had U.S. government contracts, awards, or purchasing agreements while having been reported to have engaged in such activities. Iran has the world's third largest oil reserves and second largest gas reserves, and is the world's fourth largest producer of crude oil. Iran's priorities for the next 5 years are: (1) raise oil production and exports; (2) increase natural gas production for domestic use; and (3) expand refining capacity. Iran prohibits non-Iranian firms from obtaining an ownership interest by investing in oil and gas fields, but allows them to enter into "buy-back" arrangements in which the foreign firms may receive entitlements to oil or gas for a limited time in exchange for the funds they expend on the project. The Tehran Bazaar has always been central to the Iranian economy and indeed, to the Iranian urban experience. Arang Keshavarzian's fascinating book compares the economics and politics of the marketplace under the Pahlavis, who sought to undermine it in the drive for modernisation and under the subsequent revolutionary regime, which came to power with a mandate to preserve the bazaar as an 'Islamic' institution. The outcomes of their respective policies were completely at odds with their intentions.
