One of the critical steps in developing the Iowa Statewide ITS Plan is the development of a "System Architecture". System architecture describes the "big picture" for statewide ITS deployment in terms of individual components (i.e. subsystems) that will perform the functions necessary to deliver the desired needs. The architecture provides a "road map" for system development, it describes what is to be deployed but not how those systems are to be deployed. A system architecture will define the components and subsystems that must interface with each other, the functions to be performed by those subsystems and the data flows among these subsystems.

In early 2002, the Iowa Department of Transportation engaged a consultant to help develop a statewide transit ITS plan. Iowa DOT intended to provide a means for transit agencies in the state's rural and small urban communities to utilize Intelligent Transportation Systems (ITS) applications to support and enhance transit operations. Although several of the state's transit agencies have implemented ITS applications, most agencies continue to rely on manual procedures for operations, management, and customer service functions. This endeavor is a logical extension of Iowa's planning and deployment in the ITS arena. In 2001 Iowa DOT completed a project to produce a statewide ITS deployment plan. While the project has been technology-oriented, it also supports the broader objectives of the State of Iowa as well as the participating communities. Foremost among these objectives is to provide efficient and effective transit services that meet the needs of rural and small urban communities. The implementation of technology is, therefore, not for technology's sake; it is to improve transit services. ITS technology is a tool, and the project has defined a way of deploying these tools to serve transit agencies and transit users throughout the state.

According to 23 CFR (450.214a), The State shall develop a long-range statewide transportation plan, with a minimum 20-year forecast period at the time of adoption, that provides for the development and implementation of the multimodal transportation system for the State." The state transportation plan (Plan) is a document that will address this requirement and serve as a transportation investment guide between now and 2040. Iowa's most recent plan was developed by the Iowa Department of Transportation and adopted in 1997 through a planning process called Iowa in Motion. Much of Iowa in Motion has been implemented and this Plan, "Iowa in Motion -- Planning Ahead," will build on the success of its predecessor. The Plan projects the demand for transportation infrastructure and services to 2040 based on consideration of social and economic changes likely to occur during this time. Iowa's economy and the need to meet the challenges of the future will continue to place pressure on the transportation system. With this in mind, the Plan will provide direction for each transportation mode, and will support a renewed emphasis on efficient investment and prudent, responsible management of our existing transportation system. In recent years, the Iowa DOT has branded this philosophy as stewardship. As Iowa changes and the transportation system evolves, one constant will be that the safe and efficient movement of Iowans and our products is essential for stable growth in Iowa's economy. Iowa's extensive multimodal and multijurisdictional transportation system is a critical component of economic development and job creation throughout the state.

This work supported drafting project management guidance for the Iowa Department of Transportation (DOT). The goal is to incorporate a greater focus on project management in their project development process. A technical advisory committee (TAC) was assembled to accomplish this effort. The TAC took into consideration the current status of project management with the Iowa DOT, their experience during the demonstration workshop held in Iowa as part of the implementation assistance they received, the project management peer exchange hosted by the Iowa DOT, and additional examples of project management that were presented. With this basis, the TAC participated in a number of discussions to develop draft guidance for the foundation of a Project Management Office (PMO) within the Iowa DOT. The final report describes the process that was used in establishing this guidance. The report details the decisions and decision process that the TAC employed in this endeavor and provides additional thoughts and insight into the draft guidance. Appendix A includes the draft guidance in the form of PMO function details and detailed lists of project management roles and responsibilities. Appendix B includes a starter list of project management resources for the PMO.
