Countries of the Near East, North Africa, Europe and Central Asia region face a myriad of social, economic and political challenges that have stalled their structural and rural transformation processes.The region has the highest youth unemployment rates in the world. Weak education systems are failing to provide youth, especially in rural areas, with the skills they need to compete in a global economy.The resulting high rates of joblessness, unemployment and informal work have encouraged rural youth to migrate to urban areas and abroad in search of better opportunities.This study reviews the opportunities and challenges facing rural youth in the region and suggests a number of programmes and policy priorities that governments can take into consideration.

Small-scale family farmers are the backbone of rural communities in the Near East and North Africa (NENA) region. Despite their extensive participation in the agricultural sector, these types of farmers and their farms are disproportionately affected by poverty, ultimately constituting about 70 percent of the poorliving in the region. Apart from adverse agroclimatic conditions, smallscale farmers experience several challenges that stem from their limited assets, land fragmentation and weak capacities, with negative impacts on their productivity, profitability and income. Specific constraints include low volume and quality of produce, high transaction costs, high costs of inputs, low prices and weak access to market information and postharvest facilities – all of which adds up to a limited ability to reach and compete in markets. Small-scale farmers need services that enable them to make informed decisions and facilitate their access to quality inputs, post-harvest facilities and more profitable markets. They also need to reinforce their capacities to act collectively and develop effective organizations that can articulate their demands, amplify their voice, and facilitate their access to services and markets. As a result of persisting gender-based social norms, women typically face more challenges than men in terms of owning assets, accessing quality inputs and services, reaching markets and achieving fair prices.

This paper characterizes the structural and rural transformation of the Asia and the Pacific region (APR), highlighting the implications for rural youth opportunities and challenges, and identifying and elaborating on the characteristics, opportunities and challenges related to rural youth inclusion. Nearly half of the population in Asia is urban, with the proportion projected to rise to 59 per cent by 2035. Except for China, the majority of youth still reside in rural areas. Youth labour force participation is higher in rural than urban areas, and for males than females. Rural youth in countries with low structural transformation and low rural transformation continue to rely on agriculture for employment; in countries with high levels of transformation, a majority of rural youth are now employed outside agriculture (though it is still the biggest contributor to rural youth employment). About one fifth of youth in Asia are not in education, employment or training. More than 86 per cent of employed youth in Asia and the Pacific are in the informal sector, greater than the proportion of informal employment among adult workers.

In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.
