This issue brief presents a plan to expand educational opportunities and care for children ages 0-5 years old by investing significant federal dollars to: (1) Make high-quality preschool universally accessible to all 3- and 4-year-old children; and (2) Enable more lower-income families to afford child care for children ages 0-3 years old. These policies would advance several important national priorities. First, expanding access to preschool and affordable child care would directly improve the lives of millions of mothers and fathers who are struggling to balance the demands of work and family. In addition to the increase in single-parent households, many more two-parent households now have two working spouses. Second, investing in young children will also help strengthen America's human capital. Years of research demonstrate that the first five years of a child's cognitive and emotional development establish the foundation for learning and achievement throughout life. Finally, early childhood investments will help address our growing economic inequality and diminishing rates of upward mobility. These trends have been exacerbated by the dramatic changes in America's family structure.

There is increasing evidence that the first few years after birth are particularly important in child development and present opportunities for enrichment but also vulnerabilities do to poverty and other social stressors. Elected officials have begun proposing potentially costly programs to intervene early in the lives of disadvantaged children. Have such interventions been demonstrated to yield substantial benefits? To what extent might they pay for themselves through lower welfare and criminal justice costs incurred by participating children as they grow into adults? This study synthesizes the results of a number of previous evaluations in an effort to answer those questions. Conclusions are that under carefully controlled conditions, early childhood interventions can yield substantial advantages to recipients in terms of emotional and cognitive development, education, economic well-being, and health. (The latter two benefits apply to the children's families as well.) If these interventions can be duplicated on a large scale, the costs of the programs could be exceeded by subsequent savings to the government. However, the more carefully the interventions are targeted to children most likely to benefit, the more likely it is that savings will exceed costs. Unfortunately, these conclusions rest on only a few methodologically sound studies. The authors argue for broader demonstrations accompanied by rigorous evaluations to resolve several important unknowns. These include the most efficient ways to design and target programs, the extent to which effectiveness is lost on scale-up, and the implications of welfare reform and other safety net changes.

The papers in this volume bring together a cross-disciplinary mix of researchers--developmental psychologists, evolutionary biologists, economists, anthropologists, and sociologists--working on the common theme of investments in children. The interdisciplinary conceptual framework adopted by this collection of papers is loosely built around the idea that there are two broad dimensions of parental investments. These include resources (e.g., income, wealth) on the one hand, and behaviors (e.g., parental instrumental support and parental activities that promote warmth, socialization, and cognitive stimulation) on the other. Believing that parental investments yield a "return" in improved child and young adult outcomes, the papers discuss how parents differ in terms of the resources they have available to invest, the choices parents make, the behaviors they engage in, and relevant policy and program interventions. More specifically, core questions addressed by the authors include: Why do some families invest while others do not and are differential investment patterns related to biology, economics, or social factors? What constitutes a successful "investment portfolio?" How are "investments" measured and/or characterized? Are different investments interchangeable, compensating, or off-setting? Given a set of resources, why are some families able to make more effective investments in child outcomes? How well do these investments affect outcomes for children and for these children as young adults? Can interventions or public policies help families build assets or become "better" investors in their children's potential? Developing a better understanding of what investments matter, when they matter, and how resources can be successfully invested in children's potential is key to shaping efficient interventions and social policies. Knowledge of how parents invest and what strategies are effective may help policies which seek to further empower and enable parental involvement and choice for their children.

Yet many children are living on the margins of society, face multiple disadvantages, and are excluded from full participation in all that life has to offer. To examine the science, economics, and politics of investing in the health, education, nutrition, and social protection of children at the margins, the National Academies of Sciences, Engineering, and Medicine held a workshop in Prague, Czech Republic in November 2015. Held in partnership with the Open Society Foundations and the International Step by Step Association, the workshop convened a diverse group of stakeholders from around the world for 2 days of discussion. This report summarizes the presentations and discussions from the workshop.
