Most books and articles still treat leadership and ethics as related though separate phenomena. During the first half of the twentieth century, the international system was largely dominated by the USA and the colonial powers of western Europe. After the two world wars, the political and economic dominance of these states guaranteed them and their allies an almost complete control of world politics. However, as it is the norm in the international system, power structures are not immutable. After the end of the Cold War, rapid changes to the existing international hierarchies took place, as new countries from the so-called ‘‘developing world’’ began to emerge as crucial actors capable of questioning and altering the power dynamics of the world. It is therefore unthinkable to ignore emerging countries such as Russia, the People’s Republic of China, India, Brazil or South Africa in the decision-making process in today’s world order. In addition, there is a group of smaller, yet increasingly important countries that, while acknowledging their inability radically to change the rules of the international system, are still eager to shift power relations and enhance their influence in the world. Argentina, Colombia, Egypt, Indonesia, Iran, South Korea, Mexico, Nigeria, Pakistan, Saudi Arabia, Turkey and Vietnam are generally recognised as part of this grouping of emerging powers from the Global South. While there is a consensus amongst academics that emerging powers from the Global South must have a stabilising role within their own regions, previous analyses have focused primarily on the impact that emerging powers have had in their own regions’ conflict resolution initiatives. This volume, instead, aims to go beyond these analyses and provide new insights regarding the effect that this stabilising role has on the continental and global positioning of emerging powers. In other words, this book explores the relation between a country’s involvement in conflict resolution initiatives and its positioning in the international system. The volume will contribute to this approach using the perspective of academics and practitioners from countries of the Global South, particularly from states that have strengthened - or sometimes weakened - their position in the international hierarchy of power through a leading role in regional conflict resolution initiatives.

Why does political conflict seem to consistently interfere with attempts to provide aid, end ethnic discord, or restore democracy? To answer this question, Agency and Ethics examines how the norms that originally motivate an intervention often create conflict between the intervening powers, outside powers, and the political agents who are the victims of the intervention. Three case studies are drawn upon to illustrate this phenomena: the British and American intervention in Bolshevik Russia in 1918; the British and French intervention in Egypt in 1956; and the American and United Nations intervention in Somalia in 1993. Although rarely categorized together, these three interventions shared at least one strong commonality: all failed to achieve their professed goals, with the troops being ignominiously recalled in each example. Lang concludes by addressing the dilemma of how to resolve complex humanitarian emergencies in the twenty-first century without the necessity of resorting to military intervention.

This book identifies the conditions under which foreign countries intervene in civil wars, contending that we should consider four dimensions of civil war intervention. The first dimension is the civil war itself. The characteristics of the civil war itself are important determinants of a third party’s decision making regarding intervention. The second dimension is the characteristics of intervening states, and includes their capabilities and domestic political environments. The third is the relationship between the host country and the intervening country. These states’ formal alliances and the differences in military capability between the target country and the potential intervener have an impact on the decision making process. The fourth dimension is the relationship between the interveners. This framework of four dimensions proves critical in understanding foreign intervention in civil wars. Based on this framework, the model for the intervention mechanism can reflect reality better. By including the relationships between the interveners here, the book shows that it is important to distinguish between intervention on the side of the government and intervention on behalf of the opposition. Without distinguishing between these, it is impossible to consider the concepts of counter-intervention and bandwagoning intervention.
