The international strategic relations have been undergoing great turbulence, readjustment and reformation since the financial crisis in 2008. This round of transition is mainly driven by economic competition instead of wars. In 2016, economic globalization suffered a severe crisis after over half a century of smooth development, and deglobalization was running mountains high. Not only did it trigger domestic political discord in major countries like the United States, Britain, France and Germany, but also led to international economic and political disputes among Western countries, intensifying strategic competition between major powers. “Peaceful coexistence,” long a key phrase in China’s strategic thinking, is a constructive doctrine that offers China a path for influencing the international system. So argues Liselotte Odgaard in this timely analysis of China's national security strategy in the context of its foreign policy practice. China’s program of peaceful coexistence emphasizes absolute sovereignty and non-interference in the internal affairs of other states. Odgaard suggests that China’s policy of working within the international community and with non-state actors such as the UN aims to win for China greater power and influence without requiring widespread exercise of military or economic pressure. Odgaard examines the origins of peaceful coexistence in early Soviet doctrine, its midcentury development by China and India, and its ongoing appeal to developing countries. She reveals what this foreign policy offers China through a comparative study of aspiring powers in the nineteenth and twentieth centuries. In recent years there have been reports of actions purportedly taken by People's Liberation Army (PLA) units without civilian authorization, and of Chinese Communist Party (CCP) civilian leaders seeking to curry favor with the military—suggesting that a nationalistic and increasingly influential PLA is driving more assertive Chinese policies on a range of military and sovereignty issues. To many experienced PLA watchers, however, the PLA remains a "party-army" that is responsive to orders from the CCP. PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises. It then assesses the PLA's role in China's territorial disputes and in military interactions with civilian government and business, exploring the military's role in China's civil–military integration development strategy. The evidence reveals that today's PLA does appear to have more influence on purely military issues than in the past—but much less influence on political issues—and to be more actively engaged in policy debates on mixed civil-military issues where military equities are at stake.

After forty years of largely cooperative Sino-U.S. relations, policymakers, politicians, and pundits on both sides of the Pacific see growing tensions between the United States and China. Some go so far as to predict a future of conflict, driven by the inevitable rivalry between an established and a rising power, and urge their leaders to prepare now for a future showdown. Others argue that the deep economic interdependence between the two countries and the many areas of shared interests will lead to more collaborative relations in the coming decades. In this book, James Steinberg and Michael O'Hanlon stake out a third, less deterministic position. They argue that there are powerful domestic and international factors, especially in the military and security realms, that could well push the bilateral relationship toward an arms race and confrontation, even though both sides will be far worse off if such a future comes to pass. They contend that this pessimistic scenario can be confidently avoided only if China and the United States adopt deliberate policies designed to address the security dilemma that besets the relationship between a rising and an established power. The authors propose a set of policy proposals to achieve a sustainable, relatively cooperative relationship between the two nations, based on the concept of providing mutual strategic reassurance in such key areas as nuclear weapons and missile defense, space and cyber operations, and military basing and deployments, while also demonstrating strategic resolve to protect vital national interests, including, in the case of the United States, its commitments to regional allies.
